Katy ISD Growth in 2025: New Schools, Zoning Changes and What Katy Area Families Should Know

As families continue to move into new master-planned communities across Katy, Katy Independent School District (Katy ISD) is preparing for its next wave of growth in 2025 with the opening of new schools, rezoning adjustments, and long-term expansion plans. With a student population approaching 100,000, the district is acting swiftly to maintain high-quality education and balance enrollment across campuses.

What’s Driving the Growth?

The Katy-Fulshear region remains one of the fastest-growing areas in Texas, driven by rapid residential development in communities like Elyson and Sunterra. According to district projections, Katy ISD—currently serving over 96,000 students—is expected to exceed 100,000 students by 2027. 

This population surge is placing pressure on existing schools and prompting major investments in new campuses, boundary realignments, and infrastructure.

New Schools Opening in 2025 or Recently Opened

 

Opening August 2025 – Two Elementary Schools

These new elementary schools are set to open in August 2025, just in time for the 2025–2026 school year, and will serve some of the district’s fastest-growing neighborhoods. Learn more at katyisd.org/Page/10978

Recently Opened – Middle and High School Campuses

  • Nelson Junior High (Junior High School #18), Opened fall 2024 near the Sunterra master-planned community (learn more here)

    • Aimed at alleviating crowding at Adams and Stockdick Junior High Schools

  • Freeman High (High School #10), Opened fall 2024 in the northwest quadrant of the district near Elyson area (learn more here)

    • Designed to accommodate future growth in northern Katy/Fulshear

These new middle and high school projects are part of Katy ISD’s long-range strategy to keep pace with regional expansion and ensure academic continuity from elementary through high school.

Rezoning & Attendance Boundary Changes (ABMs)

With new schools come necessary Attendance Boundary Modifications (ABMs). These changes will affect where students attend school beginning in the 2025–2026 academic year.

Key neighborhoods affected may include:

  • Elyson & Sunterra (northwest Katy)

  • Cinco Ranch and Seven Lakes zones, which may see slight boundary shifts for Cinco Ranch Junior High and Tays Junior High

At the March 2025 Board Work Study meeting, Trustees reviewed an evaluation of a proposed attendance boundary modification (ABM) affecting Land Use Zones 60C and 60D—an area currently zoned to Cinco Ranch Junior High (CRJH). The proposal recommends reassigning junior high students in this neighborhood to Tays Junior High (TJH), beginning in August 2025.

This change would not affect the students’ assigned elementary or high school campuses. Trustees are currently considering the proposal, and a feedback survey will be shared in April with families who may be impacted by the potential adjustment.

Looking Ahead: Katy ISD’s Broader Vision

Beyond buildings, Katy ISD is also expanding:

  • Teacher and staff hiring to meet student-teacher ratio targets

  • Technology and campus safety upgrades, funded through bond initiatives
