The search began in December 2024 when Jessica, fulfilling a promise to her mother, sought answers about Miseal, who left El Salvador at the age of 16 to travel to the United States in the early 1980s. Jessica had learned about her uncle’s journey and its tragic outcome only through her mother’s limited recounting. Miseal, along with several other young men, left Santa Rosa de Lima, La Unión, El Salvador, in June 1982. Their journey was marked by hardship and violence, which ultimately led to the murder of Miseal and others in his group, including Roman Turcios, Dionicio Guzman, and Pablo Flores.
Though one of the men, Cruz Ventura, returned to El Salvador with the news of Miseal’s death, the family still had few details about the circumstances or where Miseal had been buried. Over the years, the search for answers continued with little progress until Jessica contacted the Fort Bend County Sheriff’s Office.

Investigation Leads to Answer
Detective Eli Cisneros took over the investigation, gathering information that ultimately revealed that Miseal and his companions had been murdered by members of a street gang. The investigation also identified the location where their bodies had been buried, providing the family with the answers they had been seeking for decades.
On January 17, 2025, Jessica and her family visited the gravesite in Fort Bend County. Detective Cisneros provided crosses for the family to place at the graves, and Sheriff’s Office chaplains offered a moment of prayer and reflection. This visit gave the Turcios family the opportunity to pay respects to Miseal and his companions, bringing a sense of closure to a long-unresolved chapter in their lives.
Family Expresses Gratitude
Jessica expressed her appreciation for Detective Cisneros’s efforts in helping her family find answers. “I appreciate Detective Cisneros’s work, time, professionalism, and for simply going beyond his duty to provide us with the information we needed to finally have closure,” she said.

Sheriff’s Office Commitment to the Community
Sheriff Eric Fagan commented on the significance of the case and the work done by the Sheriff’s Office. “This case is a powerful example of the impact that dedication and teamwork can have in bringing closure to families searching for answers,” said Sheriff Fagan. “We are proud to have played a role in helping them find the answers they deserved.”
Through the efforts of Detective Cisneros and the persistence of Jessica Garcia Turcios, the Turcios family was able to gain closure after 42 years. The case serves as a reminder of the importance of continued efforts to support families seeking answers and the role of community resources in providing assistance.
