Sunday Village Affordable Senior Housing Renovation Completed in North Austin, Offering 176 Updated Homes for Adults 55+

A long-standing affordable housing community in North Austin has received a major new chapter. The newly renovated Sunday Village, a 176-unit affordable housing development for adults age 55 and older, has officially been completed at 1026 Clayton Lane in Austin’s District 4, providing updated homes and modern amenities designed to support active adults in one of the city’s rapidly changing neighborhoods.

The property, formerly known as Arbors at Creekside, underwent extensive renovations through a partnership between National Church Residences and the Austin Housing Finance Corporation (AHFC). For residents and families searching for affordable senior housing in Austin, the project represents both a preservation effort and a renewed commitment to maintaining housing stability for older adults in the community.

“The renovations at Sunday Village ensure this community can meet the needs of its residents, now and in the years ahead,” said Deletta Dean, director of Austin Housing. “By investing in updates to existing affordable housing, the City is reaffirming its commitment to providing safe, comfortable, and accessible housing that supports the well-being of active adults.”

Renovated Homes and Community Amenities Designed for Active Adults

The renovation has transformed the North Austin community into a modern and accessible living environment while maintaining its role as affordable housing for seniors and active adults.

Each of the updated one- and two-bedroom apartments now includes:

  • Faux-wood flooring
  • Carpeted bedrooms
  • Fully equipped kitchens
  • Oversized closets
  • Private patio or solarium

Utilities including water, trash, and sewer are included in rent, helping reduce monthly costs for residents living on fixed or limited incomes.

The community also features several new shared amenities intended to support both independence and social connection, including:

  • A fitness center
  • An arts and crafts room
  • A community gathering room with a full kitchen
  • Elevator access in residential buildings

Located near Blair Woods Nature Preserve, as well as nearby shopping, dining, and medical services, Sunday Village offers residents convenient access to essential resources while maintaining a neighborhood feel.

The full acquisition and renovation project totaled just under $50 million.

Preserving Affordable Housing as Austin Continues to Grow

Housing experts say projects like Sunday Village are increasingly important as the demand for affordable housing for older adults continues to rise nationwide.

“Preserving communities like Sunday Village is critical as the country faces a ‘silver tsunami’ of aging baby boomers,” said Tracey Fine, Senior Director of Housing Development for National Church Residences. “This renovation ensures residents can truly be ‘Home for Life,’ with accessible design features such as elevators, handrails, and visibility standards built into every unit.”

Fine also noted that the renovation plays an important role in maintaining housing stability in the surrounding Windsor neighborhood, where rising property values and redevelopment pressures have raised concerns about displacement.

“As this area continues to gentrify, Sunday Village helps ensure long-time residents and seniors with limited incomes are not priced out of the community they’ve long called home,” she said.

Income-Restricted Housing Options for Austin Residents

Sunday Village operates as an income-restricted affordable housing community, ensuring accessibility for residents with limited or moderate incomes.

Under the current agreement:

  • At least 88 units are reserved for households earning 50% or less of the Area Median Income (AMI)
  • Remaining apartments are reserved for households earning 60% or less of AMI

The property also accepts Housing Choice Vouchers, which are assigned directly to residents rather than the property itself. More than 40 voucher holders currently live at Sunday Village, giving them flexibility in choosing where to live while maintaining affordability.

From Neglect to Renewal: Reviving a Community Asset

Sunday Village’s transformation follows several years of challenges at the property.

Originally built in 2004, the community operated under a 40-year ground lease with AHFC and was managed by another entity. Over time, maintenance issues and damage from Winter Storm Uri in 2021 left the property in deteriorating condition.

To address the problems, Austin Housing Finance Corporation reacquired special partner interests from previous investors and partnered with National Church Residences in 2022 to oversee a full rehabilitation.

The renovation included:

  • Repairing building exteriors and structural envelopes
  • Replacing windows and roofs
  • Fully renovating kitchens and bathrooms
  • Installing new cabinetry, countertops, flooring, lighting, and plumbing fixtures
  • Modernizing elevators and brightening hallways
  • Enhancing building entry security

The community’s outdoor spaces also saw major improvements. An aging pool was removed and replaced with a landscaped seating area with shaded gathering space, and the community room was redesigned to support resident and neighborhood events.

Complex Financing Made the Renovation Possible

Preserving affordable housing at scale often requires multiple funding sources, and the Sunday Village renovation was no exception.

The project utilized a financing structure combining:

  • 4% Low-Income Housing Tax Credits (LIHTC) administered by the Texas Department of Housing and Community Affairs
  • Equity investment from Boston Financial
  • Tax-exempt multifamily housing revenue bonds issued through the Texas Bond Review Board

Fine emphasized the importance of the LIHTC program in maintaining affordable housing nationwide.

“Through this new funding, we have invested over $15 million to tackle critical repairs and give Sunday Village a major and much needed renovation,” she said. “4% Tax Credits leveraged with multifamily bonds are the largest, most impactful source of funding to build and preserve affordable housing not only in Texas, but throughout the country.”

In 2022, the project received $1,892,237 in annual tax credits. Additional permanent financing included loans through an AHFC Seller Note, Fannie Mae MTE bonds, the TDHCA Housing Trust Fund, and a deferred developer fee. Major rehabilitation work began in 2023.

Organizations Behind the Project

Austin Housing, the city department working to create and preserve housing opportunities, focuses on stabilizing neighborhoods and connecting residents to housing resources throughout the city.

The Austin Housing Finance Corporation, a public nonprofit corporation created by the City of Austin, serves as a strategic housing partner that develops and implements programs benefiting low- and moderate-income residents.

National Church Residences, the project’s development partner, is the largest nonprofit provider of affordable senior housing in the United States, operating more than 350 communities nationwide and serving approximately 65,000 seniors through housing and health services. The organization aims to support 100,000 seniors by 2030, offering affordable housing, home-based services, and supportive living options.

As Austin continues to experience rapid growth and rising housing costs, projects like Sunday Village highlight the importance of preserving affordable housing options for seniors and active adults.
