Spring ISD Moves Forward with Phase 2 of Optimization Plan, Invites Community to Shape Future of Schools

Spring Independent School District has officially launched Phase 2 of its District Optimization Plan, kicking off a series of community input meetings aimed at shaping the future of schools across the district. The initiative focuses on improving program equity, maximizing building utilization, and ensuring long-term sustainability—all while keeping students and families at the center of decision-making.

The district’s optimization strategy, developed through data-driven analysis and public engagement since 2023, has already led to more than $22 million in savings through staffing and program adjustments. Phase 1 laid the foundation for critical changes, including restructuring schedules and streamlining underutilized programs. With Phase 2 now underway, district leaders are expanding their review to include feeder patterns, program accessibility, enrollment trends, and school building usage.

“We’ve gotten a lot of critical feedback,” said Board of Trustees Vice President Natasha McDaniel during a June 30 special session. “We encourage the community to stay engaged and come to our building bridges with the board sessions that we host at the [Family and Community Engagement] building as well. Our goal is to work together to improve our district.”

Community forums—both in-person and virtual—have already begun at campuses like Carl Wunsche Sr. High School and Dueitt, Twin Creeks, and Bailey Middle Schools. During these sessions, families and staff are encouraged to weigh in on major proposals including:

  • Consolidation of underutilized campuses
  • Alignment of feeder patterns to promote academic continuity
  • Transportation and facility efficiency upgrades
  • Equitable access to choice programs and Career & Technical Education (CTE) pathways
  • Evaluating return on investment of instructional programs

A key theme throughout the process is ensuring that every Spring ISD student, regardless of their home campus, has access to high-quality, relevant learning opportunities. District leaders emphasized that no final decisions have been made, and stakeholder input will heavily influence upcoming recommendations to the Board of Trustees.

At the July 2 meeting hosted at Wunsche, parents and staff engaged directly with district leaders. Attendees shared thoughts through live polling and open discussion, with 70% expressing varying degrees of comfort with school consolidation if it helps preserve resources and expand student supports. When asked about potential new feeder patterns, 32% said “yes” and 38% said “somewhat” in favor—highlighting a strong interest in improved academic continuity.

The district also clarified specific concerns about Wunsche High School. Despite proposed changes to accountability reporting, students would retain the same daily structure, course options, school culture, and graduation process. The school choice application system would remain intact.

“We want schools that draw communities together with natural dividing lines,” said Matthew Pariseau, Spring ISD Chief of Innovation & Student Success, during a June 24 board presentation. “Our efforts are centered on enhancing safety and maintaining strong, connected communities. Significant work has gone into ensuring that these changes reflect our district’s full diversity—both ethnically and economically—while advancing our commitment to equity for all students.”

Pariseau also acknowledged the district’s forward-looking vision. “This work is making us stronger,” he said. “By restoring belief in Spring and investing in our community, I truly believe we’ll see great things return to us—especially as we expand opportunities for students and families.”

The Spring ISD Optimization Plan aims to reflect a proactive response to shifting enrollment patterns and rising operational costs. By right-sizing facilities, modernizing campuses, and ensuring the sustainability of high-demand programs, district leaders hope to secure long-term success and equitable access for all students in the district.
