Sephora Construction Planned for Early 2027 at The Grand at 249 in Tomball

For Tomball-area beauty shoppers, Sephora’s planned arrival at The Grand at 249 is moving beyond a name on a leasing plan.

A newly filed construction project indicates that work on the retailer’s approximately 4,950-square-foot store is expected to begin Feb. 15, 2027, signaling that the long-awaited beauty destination is preparing to take a significant step toward opening near Highway 249 and the Grand Parkway.

The project, listed at 25581 Tomball Parkway, carries an estimated construction cost of $725,000. The interior tenant build-out is scheduled for completion on May 25, 2027, although construction timelines can change and Sephora has not announced an official grand opening date.

For residents in Tomball, Magnolia, Cypress, Spring and northwest Harris County, the filing offers the most concrete indication yet of when visible work on the new Sephora location may get underway.

Sephora’s Tomball Store Moves From Lease Announcement to Construction Planning

My Neighborhood News first reported in June that Sephora USA Inc. had signed a lease for 4,950 square feet at The Grand at 249, joining The Great Greek Mediterranean Grill and a growing lineup of businesses planned for the mixed-use development.

At that time, the lease confirmed Sephora’s commitment to the project, but no construction schedule had been identified. The new filing now points to an early 2027 start for the store’s interior work.

The planned project includes the construction of interior walls and partitions, product display fixtures, flooring, ceilings and lighting, along with partial mechanical, electrical and plumbing improvements.

Those details describe the work needed to transform an unfinished retail space into the carefully organized beauty environment Sephora customers recognize — complete with branded displays, product testing areas, illuminated shelving and space for consultations and in-store services.

While the completion date does not necessarily represent an opening date, it suggests the Sephora at The Grand at 249 could begin taking shape during the first half of 2027.

Where Sephora Will Be Located at The Grand at 249

According to NewQuest’s current leasing brochure, Sephora is proposed for the southwest portion of The Grand at 249, in a retail building near Petco and a planned Bath & Body Works. The site plan places the three beauty and personal-care retailers together near Ross, Burlington and Dick’s Sporting Goods.

That placement could make the area one of the development’s primary shopping clusters, giving residents the ability to combine beauty, clothing, pet supply and sporting goods trips within the same commercial destination.

The development itself spans approximately 65 acres at the northwest and southwest corners of Highway 249 and the Grand Parkway. NewQuest describes The Grand at 249 as a mixed-use project designed for retail, restaurants, offices and medical businesses, with access to communities throughout Tomball, Magnolia, Cypress, Spring and northwest Houston.

The latest development plan reflects a broad mix of existing, leased and proposed businesses rather than a traditional single-purpose shopping center.

Current and planned tenants shown in the brochure include Dick’s Sporting Goods, Ross, Burlington, Petco, Dollar Tree, Cavender’s, Bath & Body Works, EoS Fitness, Club Pilates, Chick-fil-A, Portillo’s, Black Bear Diner, Gringo’s Tex-Mex, Tony C’s Pizza, Big City Wings, Smalls Sliders, Aji Izakaya, Two Pho Nine Asian Fusion, The Great Greek Mediterranean Grill and several additional restaurant and service concepts.

A proposed wholesale club, a two-story commercial building and additional retail, office and medical spaces are also included in the site plan, showing that The Grand at 249 remains an active, evolving development rather than a completed project.

Why Sephora’s Arrival Matters for Tomball and Northwest Harris County

For many local customers, Sephora’s arrival will mean access to a full-size specialty beauty store closer to home.

The brand sells makeup, skincare products, fragrances, haircare, beauty tools and products from both established companies and newer labels. Sephora’s stores are also known for allowing customers to browse across brands, test many products before purchasing and receive guidance from trained beauty advisers.

That format helped distinguish Sephora from traditional department-store beauty counters, where products were historically separated by individual brand and often kept behind staffed displays.

Sephora’s open-sell approach gave shoppers more freedom to compare products, colors and price points in one place. The company has continued to build on that model through in-store beauty services, shade-matching assistance, product demonstrations, classes, events and its Beauty Insider loyalty program.

Sephora’s U.S. website currently features more than 340 curated brands and over 45,000 products across its online assortment. 

The Tomball Sephora store is expected to carry merchandise across the retailer’s core categories, including cosmetics, skincare, fragrance and hair products. Specific brands and in-store services for the new location have not yet been announced.

How Sephora Grew Into a Global Beauty Retailer

Sephora was founded in France in 1969 and later expanded under founder Dominique Mandonnaud, who helped reshape beauty retail by encouraging customers to explore products more independently.

The brand opened its first U.S. store in New York City’s SoHo neighborhood in 1998. Sephora.com followed in the United States in 1999, giving the company both a physical retail network and an expanding online presence.

Now part of luxury goods group LVMH, Sephora has grown into one of the world’s largest prestige beauty retailers. The company reports approximately 3,000 points of sale and more than 500 brands across its global network.

Its physical stores range from major flagship destinations to neighborhood retail locations, along with Sephora-branded shops operating inside Kohl’s stores. The company’s official store directory lists locations across the United States, including numerous stores throughout Texas. 

What makes Sephora different is not only the number of products it carries, but the way the retailer brings competing brands together. Customers can compare a moisturizer from an established luxury label with one from a newer skincare company, browse fragrances at different price levels or seek help choosing a foundation shade without moving between separate department-store counters.

That variety has made Sephora a familiar destination for shoppers looking for both everyday beauty products and newer releases promoted through TikTok, Instagram, YouTube and other social platforms.

The Grand at 249 Continues Building a Regional Retail Destination

Sephora’s construction filing is one piece of a much larger expansion underway at The Grand at 249.

The development’s location at two major transportation corridors gives it access to customers traveling between Tomball, Magnolia, Cypress, Spring and other northwest Houston communities. Its growing mix of restaurants, fitness centers, retailers and personal services is also creating a place where families can complete several errands or activities during one visit.

NewQuest has continued adding space and tenants as the project grows. Earlier in 2026, the developer began work on more than 163,000 square feet of junior-anchor retail space at The Grand at 249. 

Recent openings and construction activity have gradually made the development feel less like a future project and more like an established Tomball shopping and dining district. Chick-fil-A opened its Grand Parkway at Tomball Parkway restaurant in June 2026, while additional businesses shown on the development plan remain proposed or under development.

Sephora’s planned build-out adds another recognizable national brand to that momentum and may also strengthen the surrounding retail mix. Beauty shoppers who visit Sephora often make nearby stops for clothing, dining, fitness or personal services, creating potential benefits for other businesses within the center.

What Happens Next for the Tomball Sephora

Based on the construction filing, Sephora’s interior build-out is expected to begin Feb. 15, 2027, and conclude around May 25, 2027.

Before the store can open, crews will need to complete the interior, install fixtures and equipment, finish inspections, stock merchandise and prepare employees. Hiring announcements and an official opening date would typically come closer to the store’s debut.

The dates in construction filings are planning estimates and may be revised because of permitting, material availability, contractor schedules or other factors.

Still, the filing gives Tomball residents an important update: Sephora’s planned location at The Grand at 249 is no longer simply a newly signed lease. The project now has a defined construction window, bringing the retailer another step closer to serving northwest Harris County.
