Cypress Meadow residents will have an opportunity to hear directly about several decisions and projects affecting the neighborhood when the Clay Rd Homeowners Association Board of Directors meets Tuesday, Sept. 15.

The open session begins at 7 p.m. at the clubhouse, 19230 Cypress Flower in Katy, and homeowners are invited to attend. An executive session is scheduled beforehand at 6 p.m.

For residents who want to better understand how neighborhood funds are being used, what projects are moving forward or what could change financially next year, the September meeting includes several items worth watching.

Homeowners Can Speak Directly to the Board

The open session begins with a homeowner forum, giving residents an opportunity to bring questions or concerns directly to the board.

According to the meeting agenda, each homeowner will have up to five minutes to address the board.

That makes the meeting a practical opportunity for Cypress Meadow residents who have questions about neighborhood operations, maintenance, finances or other association matters to participate in the discussion rather than simply reading about decisions after they are made.

2027 Budget and Assessment Rate Are on the Agenda

Two of the most significant items scheduled for consideration are the 2027 HOA budget and the 2027 assessment rate.

The board is expected to consider and vote on both items during the open session. Those decisions can directly affect how the association funds neighborhood maintenance, amenities, administrative costs and other community responsibilities in the coming year.

The agenda provided for the meeting does not state what assessment rate will be proposed, so homeowners interested in potential changes may want to attend the meeting for additional details.

Pool House Remodel and Water Line Work Already Approved

The board is also scheduled to formally announce actions taken outside of a meeting.

Those include approval of a pool house remodel contract with Spears Renovations LLC and approval of a water line connection to a water fountain.

Residents may hear additional information about those projects during the meeting.

Little Park Trees and Pool Gates Also Up for Discussion

Other neighborhood updates on the agenda include the Little Park tree update and pool gate updates.

While the agenda does not provide additional details about either item, both may be of interest to residents who regularly use the community's outdoor spaces and amenities.

The meeting will also include the association's financial report, disposition of previous meeting minutes and consideration of collection, foreclosure and deed restriction enforcement actions.

Annual Meeting Coming Oct. 20

The Sept. 15 meeting will also look ahead to the Clay Rd Homeowners Association's Annual Meeting on Oct. 20, 2026.

The annual meeting is also listed as the board's next meeting date, giving Cypress Meadow homeowners another opportunity to participate in association business and stay informed about issues affecting the neighborhood.

For residents who have been meaning to become more involved, ask a question or simply learn more about how HOA decisions are made, the Sept. 15 meeting offers a convenient place to start.

Residents planning to speak during the homeowner forum should keep in mind that each homeowner will be allotted five minutes.
