Bexar County has adopted a $2.6 billion budget for fiscal year 2026-27, keeping its existing property tax rate in place while directing money toward public safety, health services, infrastructure and other county operations.

The Bexar County Commissioners Court approved the budget in a 3-2 vote on Tuesday, Sept. 15. The new fiscal year begins Oct. 1, 2026.

What Is the Bexar County Property Tax Rate for 2027?

Under the approved budget, Bexar County’s property tax rate will remain at $0.299999 per $100 of taxable value. County officials said Bexar County has gone more than 30 years without increasing the rate, either holding it steady or lowering it during that period.

Keeping the rate unchanged does not necessarily mean every homeowner’s county tax bill will remain the same. An individual property owner’s bill also depends on the property’s taxable value and applicable exemptions.

County leaders adopted the budget as Bexar County faces a 1.3% decline in its taxable property base and the expiration of federal American Rescue Plan Act funding. County reserves are expected to help manage declining revenue without requiring significant immediate reductions to services.

Public Safety, Mental Health and Domestic Violence Programs Funded

Approximately $292.5 million is dedicated to public safety, including operation of the adult detention system, law enforcement services and other critical public safety functions.

The budget also continues funding for the Specialized Multidisciplinary Alternate Response Team, commonly known as SMART. The program provides an alternative response for people experiencing nonviolent mental health crises.

Another $638,370 will allow Bexar County to join the City of San Antonio and University Health in a pilot diversion program. The adopted budget also supports 10 Safety Team Action Response, or STAR, positions through September 2027. Those positions assist with domestic violence intervention and case management.

Five post-ARPA positions in the county’s Preventative Health Division will be funded beginning Jan. 1, 2027.

Roads, Flood Planning and BiblioTech Included in Budget

The county’s General Fund totals approximately $965.9 million and supports the offices and departments that provide services to more than 2 million Bexar County residents.

The budget includes an additional $250,000 for a countywide Flood Control Needs Assessment. Another $250,000 within the County Road and Bridge Fund will support a 10-year forecast addressing subdivision street repairs and maintenance.

Three digital navigator positions are also included for BiblioTech. Digital navigators help residents use technology and connect with online resources and services.

Approximately $565.8 million is identified for capital expenditures. Planned road projects and three new projects will move forward using money remaining from completed projects, while existing flood-control projects will continue to receive funding. County officials said these investments will be made without issuing new debt.

Commissioners also approved the creation of an Office of General Counsel to advise Bexar County on governance, administrative matters and non-litigation civil legal issues.
