Katy ISD, Local First Responders Unite to Bolster School Safety Ahead of 2025-26 Year
With the 2025-26 school year fast approaching, Katy ISD and regional first responders reaffirmed their shared commitment to student and staff safety during the district’s Annual First Responder Forum. The event, held in Katy, Texas, brought together law enforcement, fire departments, EMS professionals, school administrators, and mental health experts to strengthen unified response strategies and build on Katy ISD’s longstanding emergency preparedness initiatives.
The forum was hosted by the Katy ISD Office of Emergency Management and spotlighted critical topics such as updates to the district’s standard emergency response protocols, the integration of new safety technologies, and the impact of recent state legislation on public school safety procedures.
“Effective emergency preparedness and response rely heavily on strong partnerships our District maintains with first responder agencies,” said Katy ISD Superintendent Ken Gregorski. “Each organization plays a vital role in risk assessment, crisis communications, response coordination and a range of recovery efforts that support our schools and the greater community.”
A Trauma-Informed Approach to School Safety
One of the most impactful moments of the day came from keynote speaker Missy Dodds, a survivor of the 2005 Red Lake High School shooting in Minnesota. Dodds shared her harrowing experience with attendees, urging school districts like Katy ISD to consider the full complexity of school safety by taking a trauma-informed, community-centered approach.

“At Red Lake, we had amazing security things, but we forgot about the child,” Dodds told the room. “I didn’t understand what a complicated life that this student, whom I couldn’t bond with, had lived.”
Dodds emphasized the need for comprehensive, integrated systems that connect physical safety measures with support for students’ mental and emotional wellbeing. Her message echoed national trends and local concerns alike: that school safety must go beyond gates and guards to include culture, climate, and connection.
District-Wide Coordination and Innovation in School Safety
Katy ISD has made significant investments in layered safety infrastructure across all campuses, routinely exceeding state mandates. Every school is equipped with 24/7 surveillance, integrated emergency alert systems, and is staffed with armed police officers or trained security personnel. Secondary campuses also receive random inspections from contracted K9 units trained in narcotics and weapons detection.
More than hardware, however, Katy ISD’s strategy focuses on people—investing in rigorous training for designated staff in mental health resources, crisis de-escalation techniques, and trauma recovery support.

The Annual First Responder Forum builds upon the momentum of earlier 2025 safety milestones, including a U.S. Department of Justice Critical Incident Review held in January. That event dissected the 2022 Uvalde school shooting, offering Katy-area leaders firsthand insights into best practices in leadership, unified incident command, and public communication during crises.
Collaboration as the Cornerstone of Crisis Response
The forum also reinforced Katy ISD’s deep collaboration with agencies across the region. From daily operational readiness to long-term strategic planning, the district works hand-in-hand with fire, police, EMS, and mental health partners to ensure consistent coordination.
That cooperation is vital for communities like Katy, where rapid growth and shifting demographics demand agile and responsive systems for student safety.
For residents and parents searching online for information on "Katy ISD school safety plans," "2025 emergency response protocols in Texas schools," or "how safe are Katy schools," this forum offered assurance that the district remains committed to being both proactive and transparent in its school safety strategy.
