Comprehensive Guide to the Katy ISD General Election on May 3, 2025: Candidates, Voting Locations, and Key Details

As the Katy Independent School District (Katy ISD) continues to grow and evolve, the upcoming General Election presents an important opportunity for residents to shape the future of local education. With Trustee Positions 1 and 2 up for election, voters will have the chance to select leaders who will guide district policies, oversee budget allocations, and ensure a high standard of education for students.

Understanding the candidates, voting procedures, and key dates will help residents make informed decisions when they head to the polls. Election Overview

Katy ISD will hold its General Election on May 3, 2025, to fill Trustee Positions 1 and 2 for a three-year term. Early voting will take place from Tuesday, April 22, to Tuesday, April 29.

The Katy ISD Board of Trustees consists of seven members elected at-large. In accordance with the Texas Education Code, candidates must be qualified voters and have been residents of Texas for at least 12 months and of Katy ISD for at least six months before filing for candidacy.

Role of the Katy ISD Board of Trustees

As outlined in Section 11.051 of the State Education Code, the Katy ISD Board of Trustees is responsible for overseeing the district’s management, ensuring the superintendent implements educational programs effectively, and establishing policies to support student achievement and operational efficiency. The Board of Trustees acts as the school district’s policy-making body and is the official trustee of the people for all public education in Katy ISD. The Board functions according to state and federal laws, the rules and regulations established by the State Board of Education, the Texas Education Agency, and the will of the people as expressed in district elections.

The seven-member board, while composed of individuals, acts officially only as a group. No member or group of members acts in the name of the Board unless authorized by the Board. A majority of the Board constitutes a quorum for the transaction of business. Individual trustees, serving without pay, are elected for three-year terms on a rotating basis. Elections are conducted on the first Saturday of May. While candidates run for specific positions on the ballot, they represent the entire district as Board members.

The Board of Trustees elects a president, vice president, and secretary to serve one-year terms. It selects and employs the superintendent and delegates the responsibility and authority for the operation of the school district to the chief executive officer. The superintendent advises board members on all matters concerning school management.

Position 1 Candidates

 
Victor Perez

Victor Perez, a 20-year resident of Katy ISD, is the current Board President and has served as a trustee since May 2022. Now retired, Perez worked as a CFO in the energy services industry and previously held roles in corporate banking. A dedicated community member, he has served on multiple Katy ISD committees, including Finance, Policy, Academic Performance, Teacher Retention, and Legislative Advocacy. Additionally, he is a member of various PTAsand the Katy Educational Foundation Advisory Board. Perez holds an MBA in Finance from UT Arlington and a BA in Economics from Virginia Tech, where he played collegiate football.

James Cross

James Cross, a 20-year resident of Katy ISD, brings extensive educational leadership experience as a retired Katy ISD principal of Cinco Ranch High School and Beck Junior High. Currently, he serves as the Executive Director of the Southeast Texas Education Coalition. He has actively contributed to Katy ISD programs such as KEYS Mentoring, the Katy Education Foundation, and the Bond Committee. Cross has received multiple state-level awards recognizing his leadership in education. He holds a B.A. in History and an M.Ed. in Educational Leadership from Texas Tech University.

 

Position 2 Candidates

 
Lance Redmon

Lance Redmon, a lifelong resident of Katy ISD for 43 years, has served as a Katy ISD Trustee since 2019. He has played an active role in community engagement through Leadership Katy ISD, the Katy ISD Education Foundation, and multiple bond committees. Redmon also participates in youth sports coaching and junior high ministry. He holds a Master’s degree in Christian Education from Southwestern Baptist Theological Seminary and a Bachelor’s degree in Sports Management and Managerial Studies from Rice University.

Tammy Reed

Tammy Reed, a 14-year resident of Katy ISD, is an educator with a strong background in English and theatre. She holds a BA in English education and communication from Fort Hays State University and an MA in theatre directing from Roosevelt University. Reed’s detailed platform and community involvement information are pending further updates.

Kris Fields (Write-In Candidate)

Kris Fields, a recent resident of Katy ISD for six months, is a Foundation Executive for the Wise Up to Rise Up Foundation. With over 5,500 hours of volunteer leadership experience, Fields has helped students gain presidential and congressional honors. He has actively engaged with Katy ISD schools, staff, and counselors to advocate for student programs. Fields is completing a HarvardX Leadership and Communication Professional Certificate and has studied within the University of Houston System.
