City of Fulshear to Host Town Hall April 12 to Discuss 2025 Bond Election and Park Propositions

With important decisions on the horizon, the City of Fulshear is hosting a Town Hall on Saturday, April 12, 2025, giving residents a direct opportunity to learn more about the upcoming Bond Election and its two proposed projects that aim to shape the city's parks and open space for years to come.

The Town Hall will begin at 10:30 a.m. at the City of Fulshear Municipal Complex Council Chambers, located at 6611 W. Cross Creek Bend Lane. The session is open to the public and will include detailed information about Proposition A and Proposition B, as well as the financial impact, development plans, and long-term benefits to the community.

What Is the 2025 Fulshear Bond Election?

Earlier this year, the Fulshear City Council voted to call a Bond Election in conjunction with the General Election on May 3, 2025. The total $13.5 million bond program is designed to address the growing community’s needs for parks, recreation, and land acquisition.

  • Proposition A ($10.75 million): Funding for Phase III of Primrose Park, which is currently under active development.
  • Proposition B ($2.75 million): Funds for new parkland acquisition, ensuring that Fulshear can secure open spaces before land is absorbed by future development.

Why the Bond Matters to Fulshear

Fulshear is one of the fastest-growing cities in the Greater Houston Area, and with that growth comes a rising demand for recreational areas, trails, and green spaces. The bond proposals are based on data and input collected through the 2022 Parks and Pathways Master Plan, the 2018 Strategic Plan, and the 2021 Comprehensive Plan, as well as insights from City Council, staff, and community volunteers.

If the bond measures pass, construction on Primrose Park Phase III could begin shortly after Phase II concludes in late 2025. If the measures do not pass, the projects will be postponed indefinitely until funding becomes available.

Property Tax Impact of the Bond

Fulshear city officials are committed to transparency about the financial impact on residents:

  • Proposition A would result in a $59.32 annual increase on a home valued at $400,000.
  • Proposition B would add an estimated $15.37 annually on the same property value.
  • Homeowners aged 65 or older with an approved Over-65 Homestead Exemption will not see any tax increases as a result of these bonds.

Funds for the bonds would be repaid through ad valorem property taxes, a standard method for financing public infrastructure in Texas municipalities. The General Obligation Bonds (GO Bonds) are legally required to be used only for the specified projects and cannot be redirected for other purposes.

Why Bonds Instead of Pay-As-You-Go?

According to city officials, issuing bonds allows Fulshear to start large-scale public projects now, rather than waiting years to accumulate sufficient funds. With construction costs continuing to rise, bonds help the City lock in costs and begin delivering benefits sooner. They also spread the cost over the life of the park and land acquisitions, making them more affordable and timely for taxpayers.

This is the second Town Hall session held to inform the public, following a March 31 event at the Irene Stern Community Center. Residents are encouraged to attend to ask questions, learn more about how general obligation bonds work, and voice their opinions.
