San Antonio Airport Expansion Plans Aim to Deliver World-Class Experience Without Using Taxpayer Funds
With sights set firmly on the future, San Antonio International Airport (SAT) unveiled a series of key updates this week that move its long-term expansion plan from vision to reality. In a set of briefings to the San Antonio City Council, the airport shared progress on major infrastructure upgrades designed to improve passenger experience, boost safety, and support the city’s regional growth—all without tapping into general city funds or taxpayer dollars.
These projects are part of SAT’s Strategic Development Plan, a forward-thinking framework endorsed by the Airport System Development Committee, the FAA, and major airline partners. The vision: to create a world-class international airport that embodies San Antonio’s rich cultural identity and economic vitality.
Runway Safety and Efficiency Take Center Stage
One of the highlights was the Airfield Safety Enhancement and Improvements Program (ASEIP), which focuses on the rehabilitation of Runway 13L-31R and related taxiway infrastructure. This project supports FAA-approved design standards and will move toward 100% design completion by 2030.
The project is being coordinated with the National Environmental Policy Act (NEPA) Environmental Impact Statement to ensure all environmental impacts are fully evaluated before construction begins. The improvements are expected to pave the way—literally—for safer long-haul flight operations and more efficient airfield flow.
The airfield improvements are designed to increase long-haul service capacity while eliminating the need for aircraft to cross US-281—enhancing both efficiency and safety.
Terminal A & B Revamp, and a New Terminal C on the Horizon
Another major update included the Terminal A and B Reconfiguration and Rehabilitation Program (TABRR), which will bring refreshed interiors, restrooms, hold rooms, and other key passenger areas. These upgrades are planned to align with the debut of Terminal C, a state-of-the-art facility slated to open in Summer 2028.
With up to 17 gates and a centralized security checkpoint, Terminal C is part of a unified terminal concept that aims to streamline the passenger journey. A new parking garage, ground transportation center, and restructured roadway system are also part of the larger project scope.
According to the airport’s promotional video, plans include a modern Terminal C facility with state-of-the-art technology to improve the passenger experience and streamline operations. The video also emphasizes how the new and renovated terminals will expand concession space, creating opportunities for local businesses while offering travelers more of San Antonio’s local flavor.
Centralized Logistics for Concessions
A third initiative discussed with Councilmembers is the proposed Centralized Receiving and Distribution Center (CRDC). This facility would serve as the single secure entry point for all concession-related goods at the airport, easing congestion and enhancing security.
The CRDC would be managed by a third-party operator and include TSA-compliant screening, temperature-controlled storage, and organized logistics to streamline how goods are delivered to terminal shops and restaurants.
A Bold Vision, Without Burdening Taxpayers
What makes these projects particularly notable is how they’re being funded. Rather than relying on local taxes or general city funds, the improvements will be financed through a combination of airport-generated revenue, federal grants, passenger facility charges, and airline partnerships.
The airport’s leaders emphasize that this is a once-in-a-generation opportunity to meet the needs of San Antonio’s growing population—while staying true to the city’s spirit.
With a current economic impact of over $5 billion and 45,000 related jobs, SAT is poised to grow even further—benefiting the local economy, residents, and the millions of visitors who pass through San Antonio each year.
