A Brief History

Waller-Harris Emergency Services District 200 (ESD 200) was established in 2002 following a vote by residents within its approximately 600 square mile boundary. The district began collecting property taxes to fund various existing 501(c)(3) departments and formed contracts with nine fire agencies to ensure comprehensive coverage. Over the years, additional agencies such as Rolling Hills VFD and Brookshire VFD joined the district, bringing the total to eleven contracted entities. In 2015, daytime Duty Crews were introduced at several fire departments, and by 2017, ESD 200 transitioned to a Texas Commission on Fire Protection (TCFP) regulated department, hiring its first full-time crews and establishing Station 6 in Katy. With continued growth, the district completed the build-out of Station 81 in 2022 and plans to open two more full-time staffed stations.
