Lytle residents will have two separate opportunities this month to follow a proposed data center development involving about 284.25 acres in Medina County. The first comes at a special City Council meeting on Monday, Oct. 19, 2026, when the city will hold public hearings on annexation, zoning and creation of a proposed reinvestment zone. A second meeting on Monday, Oct. 26, 2026 is scheduled for City Council consideration of a Chapter 312 tax abatement agreement tied to the same property.

The hearings precede a decision on whether to grant a property-tax incentive for the proposed development.

Oct. 19 Public Hearings Focus on Annexation, Zoning and a Reinvestment Zone

The Oct. 19 special meeting is scheduled for 6:30 p.m. at the Lytle Community Center, 19031 Priest Blvd. The posted agenda lists three public hearings involving the same approximately 284.25-acre property located east of County Road 683 and north of Highway 132.

The first hearing concerns a proposed voluntary annexation that would extend the City of Lytle's municipal boundaries to include the property. The second concerns zoning of the same land if annexed. The agenda does not specify the proposed zoning classification.

The third hearing concerns an application by Rowan Lytle LLC to designate the property, which is currently in Lytle's extraterritorial jurisdiction, as Reinvestment Zone Number Two, City of Lytle. The designation would make the property eligible for property-tax abatement if and when it is annexed.

The city identifies Medina County Appraisal District parcels 7865, 7868, 7809, 83866 and 516178 as part of the proposed zone. The site is intended for use as a data center by Rowan Lytle LLC and its affiliates and successors. The property is described as being primarily within Lytle ISD.

The Oct. 26 Meeting Is a Separate Tax Abatement Consideration

Lytle City Council will consider approval of a Chapter 312 tax abatement agreement at 6:30 p.m. Monday, Oct. 26, at Lytle City Hall, 14916 Main St.

The notice identifies Rowan Land Resources LLC in connection with the proposed agreement and lists Rowan Lytle LLC as the property owner. It describes the proposed improvements as data center buildings, ancillary facilities, required parking, landscaping and other related improvements, including machinery and equipment.

The estimated total cost of those improvements is approximately $900 million. That figure is the estimated value of the planned improvements, not the value of the proposed tax break.

The posted tax-abatement notice does not specify the proposed incentive's percentage or duration.
