Klein ISD Board Approves Lowest Tax Rate in 34 Years, Reports 95% Family Satisfaction and Highlights School Safety Improvements

Inverness Estates  /
October 06 2026

For families and homeowners in Klein ISD, the latest school board meeting brought news that reaches beyond the classroom. A school tax rate holding at its lowest level in 34 years, strong family satisfaction ratings, continued investments in campus security and recognition of outstanding students and educators were among the developments shared during the Klein Independent School District Board of Trustees meeting on October 5, 2026.

The meeting also highlighted how the district is balancing financial accountability with educational opportunities and student safety. With more than 14,000 families participating in the district's annual satisfaction survey, the results offered a look at what parents appreciate about their children's schools and which priorities continue to matter most.

From academic achievement and fine arts recognition to support for military-connected students, the October meeting reflected several aspects of daily life across Klein ISD's schools in the northwest Houston area.

Klein ISD Adopts Lowest School Tax Rate in 34 Years

One of the most significant decisions for local property owners came when the Klein ISD Board of Trustees unanimously approved a 2026 property tax rate of $1.0119 per $100 of taxable property valuation, maintaining the same rate adopted in 2025.

According to the district, this is Klein ISD's lowest tax rate in 34 years.

The decision followed a public tax rate hearing held at the beginning of the October 5 meeting. While the rate remains unchanged from last year, it represents a substantial reduction from previous years.

Klein ISD's published tax rate history illustrates that decline, with the rate falling from approximately $1.43 per $100 valuation in 2016 through 2018 to approximately $1.23 in 2022, $1.03 in 2023 and $1.01 in 2024 and 2025.

For homeowners, however, a lower or unchanged tax rate does not necessarily mean a lower annual property tax bill. The amount owed also depends on a property's taxable assessed value, applicable exemptions and other taxing entities.

For example, at the newly adopted rate, a home with a taxable value of $300,000 would generate approximately $3,035.70 in annual Klein ISD property taxes, before accounting for any additional circumstances affecting the calculation.

Residents can review district financial information and updates through the official Klein ISD website.

More Than 14,000 Families Weigh In on Klein ISD Schools

Another major focus of the meeting was the district's 2026 Family Satisfaction Survey, presented by Chief of Staff Christina Cole.

Conducted alongside the annual student enrollment process before the 2026-2027 school year, the survey had received responses from more than 14,000 families at the time of the presentation.

Among the most notable findings, 95% of participating families said they would recommend Klein ISD to others, marking the second consecutive year the district reached that level.

The survey also showed year-over-year improvements in five areas related to school operations, communication, educational opportunities and family engagement.

Parents Report Improvements in School Safety, Communication and Family Partnerships

According to the district's survey presentation, confidence in safe and disciplined schools increased four percentage points to 91%, the largest improvement among the five highlighted measures.

Other findings included:

  • 94% agreed that Klein ISD effectively communicates important information, up three percentage points.
  • 95% agreed that the district encourages positive and productive partnerships between schools and the community, up two points.
  • 93% agreed that Klein ISD provides an engaging curriculum with meaningful, real-life learning opportunities, up two points.
  • 93% agreed that families receive resources and support to participate in their children's education, up three points.

The results suggest strong satisfaction among participating families, although the district did not provide a response rate or sampling details in the meeting summary that would establish how closely respondents represent all Klein ISD households.

Families continued to identify academic excellence, safe and disciplined schools, and high-quality teachers and support staff as leading priorities.

The district also emphasized its commitment to sharing accurate information through a transparency webpage, which it says is regularly updated to address community questions, stakeholder feedback and misinformation.

Academics, Fine Arts and Athletics Earn High Marks From Klein ISD Families

Beyond school operations and communication, parents also reported strong satisfaction with the educational and extracurricular opportunities available to students.

Klein ISD refers to these areas as its Triple A approach, representing Academics, Arts and Athletics.

For parents considering educational opportunities for their children, these findings offer insight into how participating families view the range of programs available throughout the district.

The results also provide a year-over-year comparison that district leaders can use when evaluating programs and identifying areas for continued improvement.

Klein ISD Provides Update on Campus Security and Student Safety

School safety remained a central topic during the October meeting, with Klein ISD Police Chief Marlon Runnels and Chief of Schools Dr. Brian Greeney presenting the eighth installment in the district's ongoing series of safety updates.

The presentation described a layered approach to campus security that combines physical safeguards, trained personnel, emergency preparedness and student support services.

Following voter approval of the 2022 Klein ISD Bond, trustees prioritized safety-related projects throughout the district.

These improvements include secured entrances and vestibules, key-card access systems, shatter-resistant window film, additional security cameras and upgraded technology.

For parents, these investments are intended to strengthen the security of school buildings while supporting daily campus operations.

Every Klein ISD Campus Has Dedicated Security and Student Support Personnel

According to the district, every Klein ISD school has at least one full-time armed and trained campus police officer or guard, one registered nurse and one certified counselor.

Additional support services include Community Youth Service workers, who help connect families with mental health services and community resources, and behavior specialists who reinforce positive behavior expectations.

The district also highlighted partnerships between the Klein ISD Police Department, local law enforcement agencies, fire departments and emergency response organizations.

Chief Runnels currently serves as president of the Houston Area Police Chiefs Association, further connecting the district's police department with regional law enforcement leadership.

Klein ISD Police Complete More Than 2,200 Hours of Summer Training

During the summer of 2026, Klein ISD Police Department personnel completed more than 2,200 combined hours of professional training.

Training topics included District Attorney intake procedures, use-of-force protocols, ballistic shield operations and Advanced Law Enforcement Rapid Response Training, including Active Attack Integrated Response.

The district noted that Texas peace officers are generally required to complete 40 hours of continuing education every two years, while Klein ISD Police places additional emphasis on preparedness.

Klein ISD Police has also earned the FBI-Law Enforcement Executive Development Association Agency Trilogy Designation, making it one of the first school district police departments in Texas to receive the recognition.

Additionally, the department is among 10 school district police agencies to earn Law Enforcement Accreditation through the Texas Police Chiefs Association. According to the district, that accreditation places the department among the top 8% of approximately 2,800 Texas police departments.

Families and community members can also report safety concerns through Keep Klein Safe, the district's anonymous online reporting tool, which is available 24 hours a day and monitored by Klein ISD Police.

The reporting system provides another avenue for students, parents and employees to share concerns that may need attention. Immediate emergencies should still be reported through 911.

More information about the district's bond-funded safety improvements is available at Klein ISD Bond.

All Five Klein ISD High Schools Earn Purple Star Campus Designation

The Board also recognized an achievement affecting military-connected families throughout the district.

All five Klein ISD high schools received the Texas Education Agency's Purple Star Campus Designation for the 2026-2027 and 2027-2028 school years.

The recognized campuses are Klein High School, Klein Forest High School, Klein Oak High School, Klein Collins High School and Klein Cain High School.

Established by the 86th Texas Legislature, the Purple Star Campus Designation recognizes schools that demonstrate a commitment to supporting students whose families are connected to military service.

For military families, changing schools can mean adjusting to unfamiliar classrooms, new friendships and different academic expectations. The designation recognizes campus-level efforts to help students and their families navigate those transitions.

According to Klein ISD, having all five high schools earn the designation places the district among fewer than 4% of Texas school systems represented in this statewide recognition.

More Than 1,100 Klein ISD Students Earn AP Scholar Recognition

Academic achievement was another reason for celebration during the meeting.

More than 1,100 Klein ISD students earned Advanced Placement Scholar recognition in 2026, representing a 20% increase over the previous school year.

The College Board's AP Scholar program recognizes students who demonstrate strong college-level academic achievement through performance on multiple Advanced Placement examinations.

Additionally, 53 Klein ISD students earned the AP Capstone Diploma, tying the district's previous record for the second consecutive year.

The AP Capstone Diploma recognizes students who complete qualifying coursework and assessments in AP Seminar and AP Research, along with additional AP examination requirements.

For students preparing for college, these accomplishments reflect academic preparation, sustained effort and the support of educators who help them navigate challenging coursework.

Klein ISD Earns Eighth Consecutive District of Distinction Award for Visual Arts

Klein ISD's visual arts programs also received statewide recognition.

For the eighth consecutive year, the Texas Art Education Association named Klein ISD a District of Distinction.

According to the district, the recognition places its visual arts programs among the top 1.3% statewide.

Klein ISD is also one of only 16 Texas school districts to receive the award for eight consecutive years.

The recognition highlights opportunities for students whose talents and interests extend beyond traditional academic subjects, including drawing, painting, design and other visual arts disciplines.

For families with children interested in creative pursuits, the award reflects the district's continued investment in arts education.

Klein ISD Board Recognizes Outstanding Elementary Students and Teachers

The October meeting also included recognition of students and educators whose contributions have made an impression on their school communities.

At Kuehnle Elementary School, Principal Jennifer Elbert introduced fifth-grade students Richard Guilmenot and Schuyler Pernites, along with educator Kacey Cartwright.

At Mittelstadt Elementary School, Assistant Principal Chris Hansen introduced fifth-grade students Bradley Brady and Grace Requeno, along with educator Lara Fenter.

The recognitions provided an opportunity for district leadership to acknowledge students and teachers publicly during the Board meeting.

For the families involved, these moments also represent the encouragement and relationships that help shape a child's school experience.

Schindewolf Intermediate Gym Renamed to Honor Longtime Educator Ed Burleson

One of the meeting's more personal moments came when trustees approved naming the Schindewolf Intermediate School gymnasium in honor of former educator Ed Burleson.

Burleson served Klein ISD for 29 years and became Schindewolf's first athletic coordinator.

During his tenure, he helped establish the athletic and physical education program's culture and expectations, leaving an influence that continued beyond his years of service.

The facility will now officially be known as the Ed Burleson Gymnasium.

For former students, colleagues and families who knew Burleson through his work, the naming provides a lasting connection between the school's present-day athletic programs and the educator who helped establish them.

The recognition also serves as a reminder that school communities are shaped not only by buildings and programs, but by the people who dedicate years of their lives to students.

Klein ISD Audit Committee Reports Unmodified Financial Audit Opinions

Financial accountability was another topic addressed during the meeting.

Audit Committee Chairperson and Trustee Dustin Creager reported on the committee's review of the district's financial statement audit and federal single audit for fiscal year 2025-2026.

External auditing firm Whitley Penn, LLP conducted the audits in accordance with Generally Accepted Auditing Standards and Government Auditing Standards.

Both audits received unmodified opinions, meaning the external auditors concluded that the financial statements were fairly presented, in all material respects, under the applicable accounting standards.

The committee also received an update from Director of Internal Audit Warren Settles regarding audits currently in progress.

Although Texas law requires the district to engage an external auditor, Klein ISD also employs an internal auditor to provide additional review of district finances and resources.

For taxpayers, the audit process provides an important layer of oversight concerning how public education funds are managed.

Klein ISD Board Approves 2027-2028 School Calendar and Addresses Additional Business

Trustees also approved the district's 2027-2028 academic calendar.

The approval gives families and school employees an opportunity to begin planning around a future school year, including anticipated instructional schedules, holidays and school breaks.

Specific calendar dates were not included in the meeting recap. Families can check the district's official website for the approved calendar and related information.

The Board also announced that all Klein ISD trustees had met or exceeded their annual continuing education requirements.

Additionally, trustees voted on an employee matter, although the district's published meeting summary did not provide further details about the action.

What These Klein ISD Board Decisions Mean for Families and Homeowners

Taken together, the October 5 meeting addressed several issues that directly affect families living within Klein ISD boundaries.

For homeowners, the newly adopted tax rate provides clarity about the district's portion of the property tax calculation, although individual bills will continue to depend on taxable values and exemptions.

For parents, the satisfaction survey offers a measure of how participating families view school safety, academic quality, communication and extracurricular opportunities.

For students, the district's AP Scholar achievements, fine arts recognition, Purple Star designations and individual student honors reflect a range of educational opportunities and support systems.

And for the broader community, continued school safety investments, financial audits and recognition of longtime educators offer insight into how the district is managing resources while maintaining its connections with students and families.
