MUD 495 Funds 14 Flock Cameras at District Entrances and Exits

Harris County Municipal Utility District No. 495 is funding 14 Flock license plate reader cameras at entrances to and exits from the district, following consultation with Harris County Precinct 5 Constables. The district includes Katy Manor, King Crossing, Marisol, Katy Crossing, Katy Pointe and Bergamo Vista.

Flock Group Inc. is installing the cameras in phases under a contract involving Flock, Harris County and MUD 495. Each camera requires a separate Harris County permit, and there is no set completion date. The district has not provided a camera-by-camera location list or project cost in its installation statement.

How the Cameras Will Be Used

The cameras read and record license plate numbers. MUD 495 identifies stolen-vehicle tracing, outstanding-warrant investigations and theft-ring investigations among the intended uses, and says the collected data is accessible only to law enforcement officers. The district expects the system to help deter criminal activity and identify suspects; it plans to evaluate effectiveness over time and make adjustments as needed.

Flock’s accompanying FAQ describes software that can search vehicle attributes such as make, color, body type and visible distinguishing features, as well as license plates. The company says its system can compare vehicle information with law enforcement databases and issue alerts related to stolen vehicles, wanted suspects and missing people, including AMBER and Silver Alerts.

Data Access, Retention and Oversight

Flock says customers own and control the information their cameras collect, choose whether to share it with other agencies, and must enter a reason for each search. Its FAQ describes an audit trail, encrypted cloud storage and optional public transparency portals. These are the vendor’s descriptions of its tools; the district’s own access, sharing and review policies determine how its system is operated.

The FAQ refers to Flock’s earlier 30-day default retention period. In an August 13, 2026 company update, Flock announced a seven-day recommendation and default, while saying existing customers would keep their approved retention periods. The update also introduced Evidence Mode for preserving selected data tied to active investigations. Neither general document confirms MUD 495’s retention period.

Residents can send camera questions or comments to har495@txdistricts.info or address the board at a public district meeting. The district’s meeting page lists its general schedule as the first Wednesday of the month at 10 a.m., at LJA Engineering, 1904 West Grand Parkway North, second floor, Suite 220, Training Room, in Katy. Check the posted agenda for the specific meeting’s date, time and location before attending.
