Now, a free leadership program backed by Harris County Precinct 4 and Precinct4Forward is offering local teens a chance to step into something bigger.

Applications are officially open for the Emerging Leaders Lab 2026, a two-week youth development experience designed to equip high school students with real-world leadership skills, professionalism training, and civic engagement exposure. For students who live or attend school in Precinct 4, the program represents more than just a summer activity — it’s a pathway into confidence, connection, and career discovery.

As Harris County continues to grow, programs like this are helping shape the next generation of leaders from within the community itself.

What Is the Harris County Precinct 4 Emerging Leaders Lab?

The Emerging Leaders Lab, a partnership between Harris County Precinct 4 and Precinct4Forward, combines interactive workshops with corporate job shadowing placements. Students gain hands-on experience in:

  • Civic engagement and public service
  • Real-world workplace exposure

The program is open to current 9th, 10th, and 11th grade students who live or attend school in Harris County Precinct 4.

After the success of last year’s inaugural cohort, the program is expanding in 2026 with an additional site to increase accessibility across the precinct.

2026 Program Dates and Locations

To serve more students across Precinct 4, two cohorts will be offered:

Cohort 1: Northwest Precinct 4
Cohort 2: Central Precinct 4

Participants must arrange their own transportation to and from the community centers. However, the program will coordinate travel to job shadowing placements.

Eligibility Requirements for Emerging Leaders Lab 2026

Students must meet the following criteria:

  • Live or attend school in Harris County Precinct 4
  • Be a current high school student in grades 9, 10, or 11
  • Commit to attending the full two-week program (weekdays only)

Applications are being accepted now. In-person interviews will take place in March, and selection notifications will be sent in April.

What began as a $110,000 seed fund has grown into a dynamic organization managing a $2 million annual budget. Today, Precinct4Forward supports initiatives spanning:
