Governors Place homeowners got a closer look at several issues shaping day-to-day life in the Katy neighborhood during the July 16, 2026, regular meeting of the Governors Place Community Association Board of Directors, including security patrol visibility, pool repairs, landscaping projects, finances and plans still moving through the bidding process.

The meeting also offered a reminder of why homeowner participation matters. Two residents attended the open meeting, joining community representatives and guests for conversations about neighborhood communication, Harris County Precinct 4 services and projects affecting common areas.

For residents who want to know where HOA assessments are going, what repairs are being considered or what concerns the board is raising with vendors, attending a Governors Place HOA board meeting provides an opportunity to hear those discussions firsthand.

Security Patrol Visibility Draws Board Concern

One of the clearest concerns raised during the meeting involved the community's security patrol services.

After reviewing reports from Eagle Eyes and Zaladium, board members said they were dissatisfied with the lack of visible security patrol presence in Governors Place. The board emphasized that visibility is a primary reason for contracting with a security company and said patrol vehicles should be clearly identifiable with proper signage and lights while actively patrolling the HOA.

Board President Gary Russell planned to send an official email to Eagle Eyes, and the board wants to meet with the company to address its expectations.

For homeowners, the discussion reflects an effort to ensure the neighborhood is receiving the visible patrol presence intended under its security arrangement.

Baby Pool Repair Approved

The Governors Place baby pool was reported as being down because of a motor and pump issue.

The board unanimously approved a $904.50 proposal from American Pools to replace the motor and overhaul the pump.

Other pool-area work is also underway. A door between the pool area and bathroom was repaired, and board member Gary Harrington plans to repair the umbrella holders on the lifeguard chairs.

Landscaping and Common-Area Projects Remain Under Review

Several Governors Place landscaping and amenity projects are still in the bidding or review stage.

A proposal to trim hedges was not approved. Instead, the board requested another bid that would include trimming the hedges to eight feet tall and removing trash and vines.

Shooter & Linsey submitted a $3,120 mulch proposal covering 48 cubic yards for landscape beds and trees. The board voted to hold the bid for further consideration.

Additional projects awaiting bids or decisions include power washing, replacing stone caps and adding kiddie mulch to the playground.

These types of projects may not always make headlines, but they are part of the ongoing work that affects the appearance, upkeep and usability of shared Governors Place spaces.

ACC Guideline Changes Still Being Reviewed

Two members of the Architectural Control Committee attended the meeting as the board continued reviewing proposed amended ACC Guidelines.

Only a few wording changes remained, according to the meeting discussion. The board plans to continue its review at a future meeting before taking a final vote.

For Governors Place homeowners planning exterior improvements, ACC guidelines can directly affect what projects require review and what standards apply, making future updates worth following.

Sidewalk Concern Reaches Harris County Precinct 4

James Burnett with Harris County Precinct 4 attended the meeting and discussed county programs, workshops and other services available to residents.

Crest Management representative Sunni West also followed up with Burnett about a previously submitted request involving a sidewalk behind a cluster mailbox. Burnett said he would look into the matter and provide West with an update.

The exchange highlighted how HOA meetings can sometimes serve as a direct connection point between neighborhood concerns and county representatives.

Neighborhood Newsletter Offers Another Way to Stay Connected

Residents can register to receive neighborhood information, including HOA announcements, upcoming events, board meeting notices, pool tag information, schedules and other community updates.

For homeowners who cannot attend every meeting, staying connected through local neighborhood communications can help close the information gap between meetings.

Governors Place Financial Snapshot

The board reviewed financial statements through June 30, 2026.

The Governors Place Community Association reported a total cash balance of $192,508.89 in the operating account and $204,251.83 in the capital reserve account.

Accounts receivable totaled $47,445.40, with the current 2026 accounts receivable balance at $12,481.09. The association reported a deficit of $11,142.56.

The board also unanimously approved reclassifying $4,836.87 from the Seasonal Flowers account to the Landscape Contract account.

CPA Ms. Cox attended the meeting and reviewed the association's audit report with board members. The board plans to review the report further and vote on approval at its next meeting.

No collection actions or deed restriction actions were initiated during the meeting.

Other Board Business

The board approved the minutes from its June 9, 2026, meeting.

Board members also asked Crest Management to invite representatives from Sears, Bennett & Gerdes Law Firm to speak with the board as the association considers changing law firms.

The clubhouse and lighting inspection schedule for the remainder of the listed period assigns Gary Russell to July, Gary Harrington to August, Dave Gilkeson to September, Jesse Garcia to October and Deeann Jones to November.

Why Homeowner Participation Matters

Only two homeowners attended the July open meeting, but the agenda covered issues that touch many households—from neighborhood security and pool operations to landscaping, HOA finances, ACC rules and county infrastructure concerns.

Board meetings give Governors Place residents a chance to hear how decisions are being made before projects are completed, ask questions during appropriate homeowner comment periods and better understand the priorities competing for association resources.

Even when a meeting includes routine business, the conversations often reveal what is being repaired, what is costing more, what remains unresolved and what may be coming next.

The July 16 meeting entered executive session at 8:15 p.m., returned to open session at 8:38 p.m. for an oral summary from Board President Gary Russell and adjourned at 8:39 p.m.

The next regular Governors Place Community Association Board meeting was scheduled for Tuesday, Aug. 11, 2026, at 6:30 p.m. at the Governors Place Clubhouse, 335 Governors Place Drive in Katy.
