Fort Bend County Precinct 1 Constable’s Office Achieves Prestigious “Accredited Law Enforcement Agency” Designation

February 02 2024

After an extensive voluntary process of self-review that began in 2021, the Fort Bend County Precinct 1 Constable’s Office has been granted the esteemed status of "Accredited Law Enforcement Agency" by the Texas Police Chiefs Association Law Enforcement Accreditation Program.

The accreditation program, which commenced in 2006, assesses a law enforcement agency’s adherence to 173 best practices in Texas law enforcement. These standards, meticulously designed by law enforcement professionals within the state, were created to aid agencies in the efficient and effective execution of police service. They touch on all areas of law enforcement operations including protection of citizen rights, use of force, vehicle pursuits, property and evidence management, and patrol and investigative operations.

The Precinct 1 Constable’s Office, under the leadership of Constable Chad Norvell, is now the 202nd agency in Texas to attain this status, and only the fourth Constable's Office to do so. “I consider our agency to be amongst the most professional and I take pride in the work my staff has done to receive this coveted award”, said Constable Norvell, who has served Fort Bend County in law enforcement since 1993.

The distinction is also significant as it makes the office the first county-level agency in Fort Bend County to be accredited. “We’re also proud to be the first county-level agency in Fort Bend County to be accredited,” Norvell added.

Constable Norvell, a Fort Bend County official elected from the Katy-area, was assigned to serve the residents of Precinct 1, starting January 1, 2021. He was previously the Chief Deputy for the Fort Bend County Sheriff’s Office and is a veteran of the United States Marines.

The actual presentation of the award will occur at the TPCA annual conference in Galveston this March.
