For residents of Homestead Estates, keeping up with what is happening across Elgin is becoming increasingly important as the city grows and infrastructure, public safety, development and municipal services evolve alongside it.

Now, for the first time in Elgin’s history, communicating that information to residents will be the full-time responsibility of a dedicated public information officer.

The City of Elgin has hired local resident Marcial Guajardo as its first full-time Public Information Officer, or PIO, creating a position city officials say is intended to meet the communications demands of an expanding Central Texas community.

The change may sound administrative, but for families in Homestead Estates, a public information officer can serve an important everyday function: helping residents understand road construction, city services, emergency information, council decisions, public projects and other developments that can affect how people move through and experience their community.

Elgin Growth Creates a Greater Need for Resident Communication

Elgin describes itself as a rapidly growing historic community of more than 13,000 residents spanning northern Bastrop County and eastern Travis County, with its Main Street district and proximity to the broader Austin-area economy contributing to continued interest in the city.

That growth has been visible close to home.

A City of Elgin community growth report published in 2023 identified Homestead as a 464-lot development, with 433 lots already completed at the time, illustrating how neighborhoods such as Homestead Estates have helped shape Elgin’s residential expansion. The same report identified thousands of additional residential lots either active, under construction or planned across Elgin and its surrounding extraterritorial jurisdiction.

As more homes, roads, public projects and services are added, the amount of information flowing between City Hall and residents grows with them.

That can become especially important during situations when residents need clear answers quickly—such as severe weather, emergencies, road closures, utility issues or construction projects.

Elgin is already managing projects that require ongoing public communication. The city’s Elgin Forward flood mitigation project, for example, includes work along County Line Road, Central Avenue, Kennedy Street and Brenham Road, with construction that began in April 2026 and an anticipated completion date at the end of the year. The project webpage now directs residents with questions to Guajardo in his new PIO role.

Who Is Marcial Guajardo?

Guajardo brings more than two decades of communications experience to the City of Elgin.

His career began while serving in the United States Marine Corps from 1989 to 1993. He later spent more than 20 years working as a reporter, including more than a decade with the Austin American-Statesman.

Guajardo has also worked in communications for area independent school districts and most recently served with the City of Round Rock before joining Elgin.

His connection to the community is more personal than professional alone: Guajardo is also an Elgin resident.

City Manager Robert Alexander Eads said that local familiarity was among the qualities the city valued in making the appointment.

“We are excited to have Marcial's extensive experience, local knowledge, military service, and commitment to public service supporting our organization and community.”

What Elgin’s Public Information Officer Will Do

In the new position, Guajardo will handle several areas that directly influence how residents receive information from the city.

His responsibilities include public communications, media relations and emergency communications, along with helping distribute information about city programs, services and initiatives. He will work alongside Media Specialist Sonia Browder as part of the city’s communications efforts.

For residents searching questions such as “What is happening in Elgin?” “Are there road closures near me?” “Where can I find City of Elgin emergency updates?” or “What new projects are planned in Elgin, Texas?”, the expanded communications operation is intended to make reliable city information easier to distribute.

The City of Elgin already maintains online tools for meeting agendas, emergency and news updates, alerts, bill payment, economic development information and other municipal services. Its NewsFlash system also allows residents to review announcements and subscribe for notifications.

Adding a dedicated full-time PIO gives the city someone whose primary job includes helping connect those programs and decisions with the people affected by them.

Transition Continues Through August 28

Guajardo takes over a communications function that had been handled by Stacey Osborne since March 2025.

Osborne will remain available through Aug. 28, 2026, allowing time for a transition into the newly established permanent position.

The creation of the role also marks something of a milestone for Elgin. Rather than communications duties being one part of a broader municipal workload, the city now has a full-time employee assigned to communicating with residents, community partners and news organizations.

For a community experiencing significant residential and infrastructure growth, that distinction matters.

What the Change Means for Homestead Estates Residents

For Homestead Estates, the most noticeable impact may come not from the position itself but from the information residents receive because of it.

A dedicated PIO can help explain why a road is closed, when construction is expected to finish, where residents should turn during an emergency or what a newly approved city initiative actually means outside City Hall.

Those are increasingly important questions as Elgin balances its long-established small-town identity with the realities of growth across Bastrop and Travis counties.

For residents who have watched new neighborhoods, infrastructure projects and public investments reshape the area, the appointment reflects another way the city government is adjusting to serve a larger community.
