Elgin ISD Names Dr. Stormy Hickman Interim Superintendent as District Prepares for Leadership Transition
For Elgin ISD families, staff, and community members, the coming school year will mark both a leadership transition and the continuation of several major initiatives shaping the future of the district.
The Elgin ISD Board of Trustees has appointed Dr. Stormy Hickman as Interim Superintendent of Schools following the announcement that Superintendent Dr. Jana Rueter will step down from the role on June 30, 2026. The appointment is designed to provide stability and continuity as the district begins its search for a permanent superintendent.
The transition comes at a significant time for Elgin ISD, which continues to experience enrollment growth while overseeing major bond-funded construction projects, campus expansions, and investments in student opportunities.
Leadership Continuity During a Period of Growth
Board President Byron Mitchell said the board believes Dr. Hickman is well-positioned to guide the district through the transition.
“Dr. Hickman is the right leader for this moment in our district’s history,” Mitchell said. “She has the management skills, situational experience, and educational knowledge and expertise that are ideal for all of our Wildcats and their teachers.”
An award-winning educator with two decades of experience, Dr. Hickman currently serves as deputy superintendent and previously held the role of executive director of teaching and learning in Elgin ISD.
Before joining EISD, she served in numerous leadership positions at College Station ISD, including Executive Director of Elementary Education, Director of Talent Management, Principal, Assistant Principal, Department Chair, Advisory Council President, and Classroom Teacher.
Her experience includes helping open two new campuses and leading curriculum initiatives designed to improve student achievement—experience that may prove especially valuable as Elgin ISD continues to expand.
“I am honored and excited to lead our district through this important time,” Dr. Hickman said. “I look forward to partnering closely with our staff, families, board, and community as we continue to move forward with a shared commitment to student success.”
Dr. Jana Rueter Reflects on Four Years of Service
The leadership change follows Dr. Rueter's announcement that she will retire after a 34-year career in public education.
Although her official retirement date is December 31, 2026, her final day serving as superintendent will be June 30. She will then transition into the role of Superintendent Emeritus through the end of the year.
In announcing her retirement, Dr. Rueter expressed gratitude for the district's accomplishments and the support of the Elgin community.
“After a deeply fulfilling tenure as Superintendent of Elgin ISD, I am announcing my retirement with an overflowing heart of gratitude and immense pride in all that this remarkable district has accomplished together,” Rueter said.
She credited district staff, administrators, and community members for helping advance opportunities for students and strengthen the district's foundation for future success.
A Transformational Period for Elgin ISD
For many residents, the superintendent transition arrives as Elgin ISD continues one of the most significant periods of growth in its history.
Since Dr. Rueter joined the district in 2022, enrollment has increased by approximately 1,200 students. During that time, the district successfully passed a $375 million bond package with 68% voter approval, reflecting strong community support for public education investments.
Among the projects funded through the bond program are:
- Legacy Oak Middle School, scheduled to open in 2027 as Elgin's second middle school
- The Homestead culinary arts facility
- The Studio E broadcasting press box facility, expected to open in fall 2026
- Major additions to Elgin High School
- Two new elementary campuses
- Numerous safety and facility improvements districtwide
These projects are designed to accommodate growth while expanding career and technical education opportunities and enhancing learning environments for current and future students.
Advancing Student Success and Teacher Support
Beyond facilities, district leaders point to significant academic and organizational accomplishments during Dr. Rueter's tenure.
Elgin ISD teachers earned recognition through the Texas Teacher Incentive Allotment designation, generating more than $1 million in funding for teacher incentive pay. The designation supports the district's efforts to recruit and retain highly effective educators.
The district was also named a Capturing Kids' Hearts National Showcase District, highlighting its commitment to creating supportive learning environments where students feel connected, valued, and engaged.
Mitchell said Dr. Rueter's leadership helped establish a districtwide vision centered on expanding opportunities for every student.
“On behalf of the Board, we highly value the accomplishments in our school district under Superintendent Rueter’s leadership," Mitchell said. "Dr. Rueter has been a tireless visionary for Elgin ISD over the past four years."
