Elgin Independent School District is entering a new chapter of growth and continuity, with leadership updates that reflect both long-term planning and a commitment to student success. As the district continues to expand alongside the Elgin community, the announcement of a new Director of Curriculum and Instruction and the inaugural principal of a future middle school highlights how district leaders are preparing today for tomorrow’s classrooms.

For families, these decisions go beyond staffing—they shape the academic direction of the district and the culture of future campuses. With Legacy Oak Middle School set to open in fall 2027 as Elgin ISD’s second middle school, and a renewed focus on curriculum leadership, these moves are part of a broader strategy to support enrollment growth, maintain strong academic outcomes, and build cohesive school communities.

Elgin ISD Builds on Local Leadership Experience

Elgin ISD has seen steady enrollment increases in recent years. Known for its community-centered approach and focus on student achievement, the district continues to prioritize internal leadership development—something reflected clearly in these latest appointments.

Dr. Arthur Martinez has been named the district’s new Director of Curriculum and Instruction, transitioning into the role after the current school year. Martinez brings nearly a decade of experience within Elgin ISD, including his current role as the inaugural principal of Trinity Ranch Elementary School, where he helped establish the campus’s academic foundation and culture.

His leadership journey in the district also includes serving as principal of Neidig Elementary School—where he led improvements in accountability scores—and as an assistant principal at Elgin High School. In addition to his K-12 work, Martinez serves as an adjunct professor of education at Huston-Tillotson University, further connecting classroom practice with educator development.

“I am truly honored and deeply grateful for the opportunity to continue serving our district,” Martinez said. “My years in Elgin ISD have been incredibly meaningful, and I’m excited to build on that experience to support academic success for all. I look forward to the work ahead. Let’s go!”

In his new role, Martinez will help guide district-wide curriculum, instructional strategies, and academic programming—work that directly impacts classroom learning across every campus.

New Middle School Leadership Begins Before Doors Open

At the same time, Elgin ISD is laying the groundwork for its future with the appointment of Mr. Randy Mathisen as the first-ever principal of Legacy Oak Middle School.

The campus, scheduled to open in fall 2027, represents a significant milestone for the district as it expands to meet the needs of a growing student population. As the inaugural principal, Mathisen will play a central role in shaping the school’s identity—from hiring staff to establishing culture and academic expectations.

Mathisen brings a strong track record within Elgin ISD since joining in 2018. His experience includes roles as assistant principal and associate principal at Elgin High School, followed by his current position as principal of Elgin Intermediate School. His steady progression through leadership roles has allowed him to build relationships with students and families across multiple grade levels.

“It is a profound honor to be given the opportunity to continue serving the Elgin community as the principal of Legacy Oak Middle School,” Mathisen said. “I am incredibly excited to partner with our staff and families to cultivate an environment where every student is empowered to grow."

Leadership Rooted in Community Connection

District leaders emphasized that both appointments reflect a broader commitment to continuity and community connection—an important factor for families navigating growth and change.

“Dr. Martinez and Mr. Mathisen are proven leaders in EISD,” Superintendent Dr. Jana Rueter said. “Their reputations for building community and prioritizing student success will serve the district well for years to come.”

Both Martinez and Mathisen began their careers in Elgin ISD classrooms and campuses, rising through the ranks over the past several years. Their familiarity with the district’s students, staff, and families positions them to lead with both experience and local understanding.
