For Elgin ISD families, the beginning of a new superintendent’s tenure is about more than a change in the district’s top office. It is the start of a relationship with the person who will help guide decisions affecting classrooms, teachers, student opportunities and the future of a fast-growing school district.

Families will have an opportunity to begin building that connection Tuesday, Sept. 1, when Elgin ISD hosts a Welcome Reception for Superintendent Dr. Christopher Bailey from 6:30 to 7:30 p.m. in the Elgin High School cafeteria, located at 14000 County Line Road in Elgin. The event is listed on the district’s official calendar and is open as an opportunity for the Wildcat community to welcome Bailey.

For parents, students, staff members and longtime Elgin residents, the gathering offers something increasingly important as the district grows: a chance to put a face and conversation behind district leadership.

Dr. Christopher Bailey Brings More Than 20 Years in Texas Public Education

Bailey arrives in Elgin with more than two decades of experience in Texas public schools and a career that has taken him from music education and campus leadership to district administration and the superintendent’s office.

Before coming to Elgin ISD, Bailey served as superintendent of Goldthwaite Consolidated Independent School District. Earlier in his career, he worked in Abilene ISD as executive director for Student Supports and as a campus principal. He also served as a principal and director of bands in Katy ISD.

That range of experience places Bailey in a position familiar with multiple sides of public education — from working directly with students and educators on campuses to addressing districtwide planning, programs and resources.

When the Elgin ISD Board of Trustees named Bailey the lone finalist for superintendent on Aug. 10, Board President Byron Mitchell pointed to both his experience and his potential fit with the community.

“We are excited to welcome Dr. Christopher Bailey to Elgin ISD,” Mitchell said. “We believe he brings a wealth of experience and is a great fit for our community. We’re excited to watch him lead our Wildcats toward new possibilities.”

Bailey was selected from a field of more than 40 applicants following a superintendent search that included input from Elgin ISD staff and community members.

The district partnered with the Texas Association of School Boards Executive Search Services during the process, with consultants meeting with stakeholder groups over the summer to identify qualities the community wanted in its next superintendent.

Student Opportunities and Long-Term Planning Part of Bailey’s Background

For Elgin ISD parents wondering what Bailey’s previous work could mean locally, several parts of his background connect directly with issues facing growing school districts.

While leading Goldthwaite CISD, Bailey worked with district teams to increase funding through the Texas Teacher Incentive Allotment, a state program designed to help districts reward and retain high-performing teachers.

He also worked on initiatives intended to expand student opportunities in academic programs, extracurricular activities and career and technical education, or CTE, pathways.

Those areas can carry particular significance for families as students move from elementary and middle school into high school and begin considering college, workforce training and careers.

Bailey has also participated in strategic planning efforts in each of the three school districts where he has served — experience that could become increasingly relevant in Elgin ISD.

The district describes itself as a fast-growth school system serving more than 6,000 students across 10 campuses and approximately 168 square miles in portions of Bastrop, Lee and Travis counties. Growth can bring new opportunities, but it also places pressure on facilities, staffing, academic programming and long-range planning.

A Superintendent Preparing to Become Part of the Elgin Community

Bailey’s connection to Elgin will also extend beyond the administration building. He and his family are relocating to the community.

In his remarks after being named the lone finalist, Bailey emphasized that he views the job through both an educator’s and a parent’s perspective.

“I am humbled and excited for the opportunity to work alongside the Elgin community in preparing each student in our care for the future they deserve and desire," Dr. Bailey said. "I am committed to leading the team of dedicated educators in Elgin ISD through the challenges and celebrations that lie ahead. Just like my own three children, I will work tirelessly for the well-being of each of our Wildcat children."

Bailey holds a doctorate in educational leadership from Baylor University, where he also earned his master’s degree. He earned his bachelor’s degree from Stephen F. Austin State University.

Why the Sept. 1 Welcome Reception Matters for Elgin ISD Families

Superintendents make decisions at the district level, but the effects of those decisions eventually reach individual classrooms, campuses and households.

For families, Sept. 1 provides an early opportunity to meet the leader who will help shape Elgin ISD’s direction in areas ranging from student achievement and teacher support to career pathways, extracurricular opportunities and long-term district planning.

For Bailey, it is an opportunity to begin learning the people behind the Wildcat name.
