Bexar County Utility Assistance Applications Paused Through October 2

Hightop Ridge  /
September 30 2026

Bexar County’s utility-assistance application is unavailable September 28 through October 2, creating a short pause for residents seeking help with utility bills. Households in Hightop Ridge, Savannah Place, Preserve at Medina River and Luckey Ranch should check the county portal before attempting to apply.

The pause also overlaps a Wednesday, the only day new users can normally create a profile under a rule that took effect September 1. Applicants who have already created an application may ordinarily submit it any day of the week, but the current application outage runs through October 2.

Check the Portal and Prepare Your Documents

The county’s utility-assistance page links to the application and guide. It lists the pause through October 2 without guaranteeing a specific reopening time. Check that page for availability before starting.

Incomplete applications are deleted after seven days. Preparing the required records first can help applicants avoid losing an unfinished submission.

The county requests identification and citizenship or qualifying noncitizen documentation for household members, income documentation covering the past 30 days, and a CPS Energy bill. Additional declarations apply to households reporting no income or self-employment. Bank statements are not accepted as income documentation.

Eligibility and Income Limits

Applicants must reside in Bexar County and meet the program’s income and other eligibility requirements. The county’s 2026 annual household income limits include $23,940 for one person, $32,460 for two people, $40,980 for three and $49,500 for four. The full table and document requirements are available on the county page.

Living in one of the four neighborhoods does not by itself establish eligibility or guarantee assistance. The county reviews the household’s application and supporting records.

If Disconnection Is Approaching

Residents facing disconnection should contact CPS Energy directly at 210-353-2222 to discuss payment arrangements. The county lists a four-to-six-week application processing period, so an assistance application should not be treated as immediate protection against a shutoff.

For county program questions, call 210-335-3666. The utility-assistance office is at 233 N. Pecos, fifth floor, San Antonio, with office hours of 8 a.m.–4:30 p.m.
