USACE Galveston District Reschedules Public Open House for Addicks and Barker Reservoirs Master Plan Revision

The U.S. Army Corps of Engineers (USACE) Galveston District (SWG) has announced its rescheduled public open house for the revision of the Addicks and Barker Reservoirs Master Plan (MP), to be held on August 19, 2024. Initially planned but canceled due to the impacts of Hurricane Beryl, the rescheduled event will take place at the Trini Mendenhall Community Center, located at 1414 Wirt Road, Houston, TX 77055, from 4:00 to 6:00 PM.

SWG is currently reviewing its 2009 Master Plan for Addicks and Barker Reservoirs. The document, functioning as a comprehensive land and recreational management plan with a lifespan of 25 years, guides the stewardship of natural and cultural resources and directs the provision of outdoor recreation facilities. The current review has been prompted by changes in regional land use, population, outdoor recreation trends, and USACE management policy.

Addicks and Barker Reservoirs are situated near Houston, in the San Jacinto River Basin. They are primarily used for flood risk management, while also offering recreational benefits and limited wildlife habitats. Both reservoirs only provide flood control and do not maintain permanent pools.

The revision process, expected to last 18-24 months and likely to complete in April 2026, is being conducted with complete transparency, welcoming inputs from partners, stakeholders, and the general public. As of yet, no changes have been proposed, but SWG is accepting written suggestions for recommended changes, including land classification modifications and resource goals alterations.

Any comments submitted during the original public comment period will still be accepted. A new 30-day public comment period will open starting from the date of the rescheduled open house, and will end on September 18, 2024. The public is encouraged to provide their feedback either at the open house or via written submissions to David Mackintosh, Houston Project Office Chief, at 1011 Highway 6 South, Suite 101, Houston, TX 77077. The public open house presents an opportunity for everyone to provide valuable feedback and pose necessary questions concerning the Master Plan revision.
