As Ella Crossing moves forward with its community-wide campaign to improve neighborhood safety, accessibility, and emergency readiness, many residents have questions about how and why these changes are being emphasized now. From daily parking habits to garage conversions, these issues touch every household differently — which is why clear communication matters.

To support the shared effort and ensure residents understand the expectations, the Board of Directors has prepared the following Frequently Asked Questions. This guide provides straightforward answers about street parking, driveway use, sidewalk access, and garage requirements, all rooted in the Association’s governing documents.

Whether you're new to the community or have lived here for years, these FAQs are designed to explain the reasoning behind the campaign and outline what each resident can do to help keep Ella Crossing safe, accessible, and well-maintained for all.

1. Why is the Association focusing on street parking now?

Over time, increased street parking has created safety and accessibility concerns, including reduced visibility, blocked sidewalks, and restricted emergency access. The Board has a duty to address these conditions to protect residents and limit liability for the Association.

2. Is street parking completely prohibited?

Street parking is intended for temporary and short-term use only. Habitual, overnight, or daily reliance on street parking is not permitted. Residents are expected to use their garages and driveways for regular vehicle storage.

3. Can I park in my driveway?

Yes — provided the vehicle does not block or encroach upon the sidewalk in any way. Sidewalks must remain fully clear at all times for pedestrian safety and accessibility.

4. What if my garage was converted or is being used for storage or other purposes?

Garage use or prior conversion does not exempt a resident from parking and safety requirements. If a garage is unavailable due to conversion or storage, residents must still comply with parking rules and may not rely on street parking as a substitute.

5. Are garage conversions allowed?

No. The Architectural Guidelines state that garage conversions are not permitted for any reason. Additionally, the CC&Rs require each home to maintain a private garage. Residents are encouraged to review the governing documents for details.

6. Can I use my garage for leisure purposes (gym, hobby space, etc.)?

The Board is not prohibiting reasonable personal use of garages. However, garage use does not justify parking in the street, blocking sidewalks, or violating parking rules.

7. Why is sidewalk access such a big concern?

Blocked sidewalks create safety hazards, interfere with emergency access, and restrict mobility for families, seniors, and individuals with disabilities. Sidewalk access must remain unobstructed at all times.

8. What about long-standing practices or past lack of enforcement?

Prior lack of enforcement, the age of a condition, or individual circumstances do not exempt a property from compliance. The Board is required to enforce the governing documents uniformly and consistently.

9. Will enforcement increase as part of this campaign?

Yes. As part of the street-clearing and safety campaign, monitoring and enforcement related to street and sidewalk parking will increase to ensure consistent compliance.

10. Where can I review the rules myself?

Residents may review the Declaration (CC&Rs) and Architectural Guidelines in PayHOA under Documents. A separate reference notice has been issued identifying the specific sections and page numbers related to these topics.
