
TxDOT to Host August Meetings on $157M SH 99 Expansion from I-10 to US 290 in West Houston
In an effort to manage mounting traffic congestion in some of Greater Houston's fastest-growing communities, the Texas Department of Transportation (TxDOT) is inviting the public to learn about and comment on proposed improvements to State Highway 99 Segment E—from I-10 West to US 290. Residents in West Houston, Katy, Cypress, and Tomball are encouraged to participate in an upcoming virtual public meeting or in-person open house scheduled for early August 2025.
What’s Being Proposed for the Grand Parkway?
The 15.2-mile project would widen SH 99 by adding one main lane in each direction, converting the current two-lane sections to three-lane sections in both directions. Proposed design changes also include constructing 10- to 11-foot-wide inside shoulders and replacing the existing cable barrier with a concrete traffic barrier. These additions would be built within the existing median and right-of-way, meaning no new land acquisition or displacements of homes or businesses will occur.
The Grand Parkway is a controlled-access toll road, and under the terms of the agreement between the State of Texas and the seven counties through which SH 99 passes, the road must maintain a stable traffic flow and vehicle speed. With increasing traffic volumes and congestion, Segment E can no longer meet those conditions, triggering the need for expansion.
The entire project is expected to cost approximately $157 million, which will be funded entirely by toll revenue. Segment E—operated and maintained by TxDOT—originally opened to traffic in 2013 and is currently a four-lane toll road with intermittent frontage roads. The last environmental review, the Revised Record of Decision, was approved in June 2009, with updated studies such as the Final Environmental Impact Statement (FEIS) Re-evaluation available upon request.

What Happens Next?
Following the public input process, TxDOT anticipates making an environmental decision and completing the detailed design phase between mid-2025 and early 2026. Construction is projected to begin by mid-2026, pending final approvals and design finalization.
