Tomball Legacy Square Vision Moves Forward as Feasibility Study Highlights Arts, Culture, and Community-Centered Future for Historic Church Campus

The future of one of Tomball’s most recognizable properties is beginning to take shape, and if community feedback is any indication, residents want that future to honor the city’s past while creating new opportunities for gathering, creativity, and economic growth.

The Tomball Legacy Square project, planned for the former 4.6-acre First Baptist Church Tomball campus, represents one of the most significant redevelopment efforts in Old Town Tomball in recent years. The vision is ambitious: transform the historic church property into a year-round arts and cultural destination that celebrates Tomball’s heritage, strengthens connections throughout downtown, and creates new spaces for residents and visitors to gather.

Why Tomball Residents Should Pay Attention

For many residents, the former First Baptist Church campus is more than a collection of buildings. It has been part of the city's identity for generations.

The Tomball Economic Development Corporation (TEDC) purchased the property in April 2023 for $4.5 million, recognizing both its historic significance and its strategic location near Main Street, the Tomball Museum Center, local businesses, and community gathering spaces.

Rather than pursuing traditional commercial redevelopment, city leaders and project consultants have focused on creating a destination centered on arts, culture, entertainment, public gathering spaces, and local economic development. According to project planning documents, one of the primary goals is to create an arts and cultural district reflective of Tomball’s unique heritage while building on the existing character of the church campus and Old Town Tomball.

The redevelopment also seeks to create opportunities for local businesses to grow, attract visitors to downtown, and enhance walkability throughout the area.

What the Feasibility Study Revealed

The final Tomball Legacy Square Feasibility Study, presented to the TEDC Board of Directors and Tomball City Council on May 12, 2026, examined a wide range of potential uses for the site and analyzed public input gathered throughout the planning process.

One of the most notable findings was strong support for performance and cultural programming. During community engagement efforts, performance-related uses received the highest level of interest, followed by outdoor gathering spaces, dining options, art galleries, banquet facilities, offices, and retail opportunities.

Potential uses identified in the study include:

Performing Arts and Entertainment

The study envisions opportunities for:

  • Symphony performances
  • Concerts and live music
  • Plays and theatrical productions
  • Musicals
  • Traveling shows
  • Summer camps
  • Community pageants and cultural events

Performance-related concepts generated the strongest response among participants, highlighting the community's desire for additional entertainment and cultural offerings within Tomball.

Art and Creative Spaces

Residents consistently voiced support for creating a true arts destination.

Community comments included requests for:

  • Art galleries
  • Artist studios
  • Creative workshops
  • Music classes
  • Exhibition spaces
  • Community arts programming
  • Spaces for local artists and makers

Several residents specifically described Tomball Legacy Square as an opportunity to establish a "Tomball Art Destination" that could serve both local families and visitors.

Outdoor Community Gathering Areas

The feasibility study also showed significant interest in outdoor amenities, including:

  • Gardens
  • Festival spaces
  • Beer gardens
  • Covered gathering areas
  • Recreational spaces
  • Shaded seating
  • Walkable community plazas

Many participants emphasized the importance of preserving mature trees, incorporating shade structures, and creating outdoor environments that can be comfortably used throughout the year in Southeast Texas.

Preserving History While Creating Something New

A central theme throughout the planning process has been balancing preservation with modernization.

The conceptual plans call for retaining and repurposing key historic structures, including the main sanctuary and the original 1949 chapel. The existing sanctuary, known in conceptual plans as "Tom Ball Hall," could potentially be adapted into a flexible performance venue capable of hosting concerts, theatrical productions, banquets, exhibitions, conferences, and community events.

Planning documents show the sanctuary's existing structure offers flexibility for multiple configurations, including performance seating, banquet layouts, and expo-style events.

The 1949 chapel is also envisioned as a preserved landmark within the redevelopment, reinforcing the project's goal of honoring the site's history while creating new community uses.

Community Feedback Shaping the Vision

Perhaps the most important takeaway from the feasibility study is how heavily public input has influenced the discussion.

At a public open house attended by more than 200 residents in July 2025, community members shared extensive feedback regarding architecture, programming, transportation, green space, and neighborhood compatibility.

Keep It Uniquely Tomball

Many residents expressed a desire for architecture and placemaking elements that reflect Tomball's identity rather than mimicking developments elsewhere.

Comments frequently referenced:

  • German heritage influences
  • Historic downtown character
  • Timeless architecture
  • Preservation of local identity
  • Walkability and community gathering

Several residents specifically encouraged project leaders to lean into Tomball's German roots and distinctive history as a way to create a destination unlike any other in the region.

Prioritize Green Space

Residents repeatedly emphasized preserving open space, mature trees, and shaded gathering areas.

Comments highlighted support for pocket parks, public lawns, outdoor art, playground preservation, and landscaping that encourages community use while maintaining the site's welcoming atmosphere.

Address Parking and Neighborhood Impacts

Parking, traffic flow, pedestrian connectivity, and protecting nearby residential neighborhoods emerged as recurring topics throughout the engagement process.

Residents offered suggestions ranging from enhanced sidewalks and pedestrian connections to trolley systems, shared parking strategies, festival shuttles, and improved access between Legacy Square and Old Town businesses.

Connecting Legacy Square to the Future of Old Town Tomball

Beyond the site itself, planners see Tomball Legacy Square as part of a larger strategy for strengthening downtown connectivity.

Conceptual planning documents outline a framework that links the former church campus with the Tomball Museum Center, Main Street businesses, public gathering areas, and future pedestrian corridors. The goal is to create a highly walkable environment where visitors can easily move between shopping, dining, entertainment, arts, and cultural experiences.

Project planners describe the area as intersecting "culture" and "commerce" circuits that reinforce each other and help extend activity throughout Old Town Tomball.

What Happens Next

The Tomball Legacy Square project remains in the planning and design phase, with city leaders continuing to evaluate recommendations from the feasibility study, public feedback, architectural concepts, mobility studies, and long-term operational considerations.

While final plans have not yet been approved, the process has already revealed a clear community vision: residents want a place that celebrates Tomball’s history, supports local arts and culture, strengthens downtown businesses, and creates meaningful gathering spaces for future generations.

If realized as envisioned, Tomball Legacy Square could become far more than a redevelopment project. It could serve as a new community heart for Old Town Tomball—one that preserves the stories of the past while creating space for the next chapter of the city’s growth.
