Sheila Jackson Lee’s Legacy Takes Flight at IAH as Houston Dedicates Terminal E in Her Honor
Houston travelers passing through George Bush Intercontinental Airport will now encounter the name of one of the city’s most recognizable public servants at one of its busiest gateways to the world.
In a ceremony marked by reflection, remembrance and civic pride, city leaders, Houston Airports officials and family members gathered May 18 to officially dedicate the Sheila Jackson Lee Terminal E at IAH, permanently honoring the late congresswoman’s decades of service to Houston and the nation.
The dedication ties Jackson Lee’s legacy to a terminal that now serves roughly 35,000 international passengers daily — a symbolic connection for a leader who spent more than 30 years advocating for Houston’s growth, transportation infrastructure and global reach.
For many Houstonians, the renaming represents more than a ceremonial gesture. It reflects the lasting imprint Jackson Lee left on the city’s political, economic and cultural landscape, particularly within communities across Texas’ 18th Congressional District, which includes George Bush Intercontinental Airport.
“Sheila Jackson Lee dedicated her life to the people of Houston, and today our city honors a legacy built on public service, opportunity and an unwavering belief in this community,” Houston Mayor John Whitmire said during the ceremony. “For decades, she fought for the neighborhoods, families and future of Houston, and there could not be a more fitting tribute than having her name welcome millions of travelers from around the world to this great city.”
A Lasting Houston Legacy at George Bush Intercontinental Airport
The official dedication comes just over two years after Jackson Lee’s death on July 19, 2024, at the age of 74. Houston City Council unanimously approved the renaming of Terminal E in April 2025.
Known nationally for her outspoken advocacy and deeply visible presence across Houston neighborhoods, Jackson Lee served in Congress from 1995 until her death. Throughout that time, she became one of the city’s most influential political figures, championing issues ranging from civil rights and public safety to healthcare access, disaster recovery and transportation investment.
Her work frequently intersected with Houston’s aviation and infrastructure priorities. According to the City Council resolution approving the renaming, Jackson Lee helped secure more than $125 million for Houston airports during her congressional tenure.
That funding contributed to aviation security improvements, modernization efforts and infrastructure investments that strengthened Houston’s role as an international business and travel hub.
For residents across Greater Houston, those investments helped support economic development, international commerce and expanded connectivity that continue to shape the region today.
“Terminal E is where Houston welcomes the world,” said Jim Szczesniak, director of aviation for Houston Airports. “Millions of travelers from around the world will now encounter the story of Sheila Jackson Lee here at one of America’s great international gateways. There could not be a more fitting tribute to a public servant who dedicated her life to connection, opportunity and the people of Houston.”
Memorial Plaque to Be Installed Inside International Concourse
One of the ceremony’s most emotional moments came as Jackson Lee’s family unveiled a 500-pound memorial plaque crafted from cast bronze and black granite. The piece features a bas-relief portrait of the late congresswoman and will soon be permanently installed inside Terminal E’s international concourse beyond the TSA security checkpoint.
The family described the honor as a reflection of both Jackson Lee’s public service and Houston’s role in shaping her journey.
“Thank you to the City of Houston and our beloved community for acknowledging Sheila Jackson Lee by naming Terminal E in her honor,” the Jackson Lee family said in a statement. “Additional thanks to the Department of Homeland Security and the Harris County Congressional Delegation. We are thrilled that the gateway to the world and our great city reflects her leadership and legacy.”
The statement continued: “Houston is the city that allowed Congresswoman Jackson Lee to soar to heights we could not have imagined. This day reflects not just what she meant to us, but what she means to each of you as a central figure in our community. It is our wish that this continues to inspire visitors for years to come.”
Terminal E’s Transformation Reflects Houston’s Global Growth
The dedication also arrives during a major milestone for George Bush Intercontinental Airport itself.
Terminal E became fully operational in April following the relocation of foreign flag air carriers from Terminal D, marking the completion of a significant construction and operational transition at IAH.
As Houston continues to grow as an international destination for business, energy, healthcare and tourism, Terminal E now serves as a primary arrival point for travelers entering the city from around the globe.
For many residents, having Sheila Jackson Lee’s name attached to that gateway reflects the broader story of Houston itself — a city shaped by diversity, resilience, advocacy and international connection.
The renaming ensures future generations traveling through IAH will encounter the legacy of a leader whose influence extended well beyond politics and into the daily life and growth of Houston communities.
