Tomball ISD Voters Approve $429 Million Bond in May 2025 Election to Fund School Improvements, Technology, and Facilities

Voters in the Tomball Independent School District have decisively approved all four propositions in the district’s $429 million Bond 2025 referendum, according to preliminary election results from May 3, 2025. The bond—designed to address facility upgrades, student growth, instructional technology, and extracurricular space—passed with strong community support and will not increase the district's total tax rate.

Voter Support Across All Propositions

Each of the four ballot propositions received majority approval:

  • Proposition A, the largest portion of the bond at $331,595,000, passed with 63.3% of the vote. It will fund school upgrades and new facilities, including a new Tomball Intermediate School, Pre-K Center #2, safety and security enhancements, campus refreshes, fleet and transportation expansions, special services and CTE (Career and Technical Education) expansions, as well as fine arts and athletic facility updates.

  • Proposition B, focused on instructional technology, passed with 63.9% approval. The $18,000,000 allocation will provide for a student Chromebook refresh, SMART panel replacements, and staff device upgrades.

  • Proposition C, which garnered 56% approval, allocates $2,800,000 to update the original Tomball High School stadium. Planned improvements include turf replacement, track restriping, and lighting upgrades.

  • Proposition D passed with 55% voter support and dedicates $76,700,000 to construct Multi-Program Activity Centers at Tomball High School, Tomball Memorial High School, and the upcoming Tomball West High School. These facilities will serve fine arts and athletic programs.

Community-Led Development Process

The Bond 2025 package was developed through a months-long process led by a 25-member Bond Steering Committee (BSC) composed of local parents, educators, business leaders, and community members. The committee was tasked with evaluating demographic trends, school capacities, and facility needs while balancing educational priorities with fiscal responsibility.

After in-depth research and analysis—including campus tours, enrollment projections, and financial reviews—the BSC presented its final recommendations to the Tomball ISD Board of Trustees on January 13, 2025. The Board voted unanimously to call for the bond election.

“The committee’s work was grounded in community values and student-focused planning,” said district officials. “This package represents thoughtful prioritization of the district’s most urgent and future-facing needs.”

A Vote of Confidence in Tomball ISD’s Vision

The passage of Bond 2025 is being hailed as a testament to the community’s ongoing trust in Tomball ISD’s leadership and educational direction.

“We are grateful for the support of our Tomball community in continuing the legacy of excellence that has been established in our Destination District,” said Dr. Martha Salazar-Zamora, Superintendent of Schools.

“These projects will positively impact every child in Tomball ISD as we strive to ensure that our aging facilities and student support programs continue to serve the needs of our learners. We are committed to fiscal responsibility, and this vote of confidence from our taxpayers is a testament to their trust in us.”

What's Next for Bond 2025 Projects

Bond 2025 will fund projects that impact students across the district—from early education centers to high schools—ensuring updates in safety, technology, extracurricular spaces, transportation infrastructure, and learning environments.

Because the approved bond does not increase the district's overall tax rate, it is being viewed by both district officials and residents as a fiscally responsible path to sustaining the district’s rapid growth and maintaining high standards.
