
Rewear and Re-scare: Cinco Ranch Library Hosts Halloween Costume Swap to Encourage Upcycling
This October, families in Cinco Ranch I and across the Katy area can save money, spark creativity, and support sustainability—all with one simple gesture: swapping a Halloween costume.
The Cinco Ranch Branch Library, part of the Fort Bend County Libraries system, is inviting the community to participate in a free Halloween Costume Swap on Wednesday, October 15, from 2:00 to 5:00 p.m. in the library’s Meeting Room at 2620 Commercial Center Blvd, Katy, TX 77494.
The initiative, themed “Re-spook, Re-wear, and Re-scare!”, aims to reduce the environmental impact of textile waste while giving new life to old costumes. Participants can donate outgrown or unused costumes of all sizes—from infant to adult—during Drop-Off Week, October 1–13, in exchange for a voucher to redeem at the swap.
To donate, costumes must be:
- Clean and freshly laundered
- Free of tears or damage
- Bagged with all accompanying accessories
Donations should be brought to the first-floor Information Desk, where a one-to-one voucher will be issued for each eligible costume.
Those with vouchers will receive early access to shop the swap from 2:00 to 3:00 p.m., while general access for all community members will be open from 3:00 to 5:00 p.m.

Why Upcycling Halloween Costumes Matters
Halloween costume waste is a growing problem in the U.S. According to the nonprofit Earth.org, millions of costumes are made from non-recyclable plastics and polyester, contributing to the estimated 92 million tons of textiles that end up in landfills globally each year. Many of these costumes are worn only once.
The Environmental Protection Agency (EPA) notes that textile reuse and recycling—like donating, swapping, or upcycling costumes—can significantly reduce greenhouse gas emissions, water usage, and landfill overflow.
Not only is this practice eco-conscious, it’s also community-centered. Costume swaps can foster connection, allow families to save money, and encourage children to think creatively about how clothing and costumes can be reused.
“Teaching kids to see the value in reusing and sharing is an important step toward building lifelong habits of sustainability,” notes Green America, a nonprofit promoting environmental responsibility.
