Katy ISD Reviews Proposed School Boundary Changes; Families in Sunterra, Winward, Cinco Ranch and Other Areas Asked to Weigh In

For families across Katy ISD, school attendance boundaries can influence everything from daily commutes and transportation plans to friendships, extracurricular activities and long-term educational experiences. That's why a series of proposed attendance boundary modifications now under review by Katy ISD trustees are drawing attention from parents in both the district's rapidly growing northwest quadrant and established neighborhoods in the southeast quadrant.

The proposals, presented during the June 2026 Regular Board Meeting, are designed to prepare for the opening of the district's newest elementary campus, Elementary School #49, while balancing enrollment at campuses experiencing significant growth, declining enrollment, or changing demographic trends.

Importantly, no changes have been approved at this time. Katy ISD officials say trustees will continue reviewing the proposals and gathering community feedback over the coming months, and families in affected areas will have an opportunity to share their thoughts through a district survey before any final decisions are made.

If approved, all proposed attendance boundary modifications would take effect in August 2027 for the 2027-28 school year, meaning no students would be reassigned during the upcoming 2026-27 school year.

What Is an Attendance Boundary Modification?

Attendance Boundary Modifications, commonly referred to as ABMs, are one of the tools Katy ISD uses to manage enrollment growth and changing student populations across its campuses.

As neighborhoods develop and enrollment patterns shift, district leaders periodically review school boundaries to help balance enrollment, maximize facility utilization, and ensure students have access to educational programs, resources and learning environments that support student success.

"Thoughtful planning is essential to supporting the District's continued success," Katy ISD Chief Operations Officer Ted Vierling said. "These proposed adjustments help balance enrollment across campuses while ensuring students have access to the facilities, programs and resources needed for success."

New Elementary School #49 Planned to Relieve Growth at Youngblood Elementary

The most significant proposal involves the creation of attendance boundaries for Elementary School #49, which is scheduled to open in Fall 2027 at 6435 Pitts Road in Katy.

The new campus is being built to serve Katy ISD's fast-growing northwest quadrant and provide enrollment relief for Youngblood Elementary, where growth projections continue to climb sharply.

According to district enrollment forecasts, Youngblood Elementary is expected to exceed its designed capacity for years to come:

Without boundary adjustments and the opening of a new campus, enrollment pressures would continue increasing dramatically.

Neighborhoods Proposed to Move to Elementary School #49

The proposal would transition several land use zones currently assigned to Youngblood Elementary to the new campus, including:

  • LUZ 1D – Northwest Katy and Jasek Farms future development
  • LUZ 1H – Winward
  • LUZ 3B – Katy Prairie Estates and nearby future developments
  • LUZ 3D – North Sunterra VI and Summerwell at Sunterra
  • LUZ 3F – North Sunterra VII and future residential developments

For many families in the Sunterra area and surrounding growth corridors, Elementary School #49 could become their assigned campus beginning in the 2027-28 school year if trustees approve the proposal.

Wolfe Elementary Students Could Shift to Bear Creek Elementary

In Katy ISD's southeast quadrant, district officials are proposing a boundary adjustment affecting portions of the Wolfe Elementary attendance zone.

Under the proposal, students residing in LUZ 17 and LUZ 18 would move from Wolfe Elementary to Bear Creek Elementary.

District officials say the change would accomplish two goals:

  • Create shorter commutes for some families
  • Better balance enrollment between the two campuses

The enrollment data highlights the difference in capacity utilization between the schools.

Wolfe Elementary
  • Capacity: 405 students
  • 2027-28 projected enrollment: 422 students
  • Utilization: 104%
Bear Creek Elementary
  • Capacity: 861 students
  • 2027-28 projected enrollment: 577 students
  • Utilization: 67%

The proposed adjustment would shift students living in areas adjacent to the Bear Creek attendance boundary while making greater use of available classroom space at Bear Creek Elementary.

West Memorial Elementary Boundary Changes Proposed

Another proposal under review would affect portions of the attendance area surrounding West Memorial Elementary and Cimarron Elementary.

Katy ISD is recommending:

  • A portion of LUZ 42A move from West Memorial Elementary to Cimarron Elementary
  • All of LUZ 42C move from West Memorial Elementary to Cimarron Elementary

The district says the adjustment would provide enrollment relief for West Memorial Elementary while increasing utilization at Cimarron Elementary, which currently has substantial available capacity.

  • 2027-28 projected enrollment: 958 students
  • Utilization: 100%
Cimarron Elementary
  • Capacity: 861 students
  • 2027-28 projected enrollment: 395 students
  • Utilization: 46%

For families living near Kingsland Boulevard, Grand Parkway, Cimarron and surrounding areas, this proposal may be one of the most closely watched boundary discussions.

Junior High Proposal Would Move One Land Use Zone to Cardiff Junior High

At the junior high level, Katy ISD is considering a relatively small adjustment between Mayde Creek Junior High and Cardiff Junior High.

The proposal would move LUZ 29A from Mayde Creek Junior High to Cardiff Junior High beginning in the 2027-28 school year.

District officials say the change is intended to balance enrollment between the two campuses.

  • 2027-28 projected enrollment: 1,148 students
  • Utilization: 81%
Cardiff Junior High
  • Capacity: 1,400 students
  • 2027-28 projected enrollment: 759 students

The adjustment would make greater use of available classroom capacity at Cardiff Junior High while helping maintain balanced enrollment across the area.

Cinco Ranch High School Adjustment Proposed

At the high school level, Katy ISD is reviewing a proposal affecting a small portion of the boundary between Cinco Ranch High School and Tompkins High School.

Under the recommendation, LUZ 61E would move from Cinco Ranch High School to Tompkins High School.

The district says the adjustment would better align enrollment between the two campuses as student populations continue to evolve.

  • Capacity: 3,000 students
  • 2027-28 projected enrollment: 3,389 students
  • Utilization: 113%
Tompkins High School
  • Capacity: 3,000 students
  • 2027-28 projected enrollment: 3,063 students
  • Utilization: 102%

The affected area is located near the current attendance boundary between the two schools in the Cinco Ranch area.

How to Know if Your Family Is Affected

Families should note that attendance boundary modifications are based on Land Use Zones (LUZs) rather than neighborhood names alone.

Residents can use Katy ISD's online District Map and attendance boundary resources to determine their land use zone and review detailed maps showing the proposed adjustments.

What Happens Next?

The Katy ISD Board of Trustees is expected to continue reviewing the proposed attendance boundary modifications throughout the summer and fall, while collecting feedback from affected families and community members.

Any approved changes would not take effect until August 2027, giving families more than a year to prepare before any reassignment occurs.

For parents in Sunterra, Winward, Katy Prairie Estates, the Bear Creek area, Cimarron, Memorial Parkway, Cinco Ranch and other potentially affected neighborhoods, now is the time to review the proposed maps, understand how the changes could impact their household, and participate in the district's feedback process.
