For families in Cross Creek Ranch, the next Katy ISD Board of Trustees meeting includes several topics that could eventually reach close to home — from school attendance boundaries and elementary class sizes to the tax rate supporting district operations and debt.

The Katy Independent School District Board of Trustees will hold its regular meeting Monday, Sept. 21, beginning at 5 p.m. in the Board Room of the Katy ISD Education Support Complex, located at 6301 S. Stadium Lane in Katy.

Among the items scheduled for discussion or possible action are preliminary survey results tied to Elementary #49 attendance boundary modifications, the district’s 2026-27 Maintenance and Operations and Debt Service tax rates, potential class-size waivers for elementary campuses and an academic presentation focused on educational pathways available to students.

For residents of Cross Creek Ranch, which is zoned to Katy ISD, the meeting offers an early look at some of the decisions and planning conversations shaping the district as enrollment, campuses and student needs continue to change.

Elementary #49 Attendance Boundary Survey Results Coming to Trustees

One of the meeting’s most closely watched presentations could be a report on preliminary survey results related to proposed attendance boundary modifications for Elementary School #49.

The Sept. 21 agenda lists the item as a report rather than an action item, meaning trustees are scheduled to receive and discuss the preliminary survey findings rather than take a final vote on the boundaries during this portion of the meeting.

Attendance boundary changes can be particularly important to Katy ISD families because they determine which campuses serve particular neighborhoods as the district opens new schools and manages enrollment across existing campuses.

For parents in Cross Creek Ranch, the presentation may be worth following even if their household is not directly affected by the current proposal. Boundary changes are one of the tools fast-growing school districts use to balance enrollment as new neighborhoods develop and student populations shift.

Katy ISD Tax Rate on the Consent Agenda

Trustees are also scheduled to consider adoption of Katy ISD’s 2026-27 Maintenance and Operations tax rate and Debt Service tax rate.

The agenda does not state the proposed rates themselves, so residents looking for the exact figures will need to review the supporting BoardDocs materials when they become available.

The Maintenance and Operations portion of the tax rate generally supports the district’s day-to-day operations, while the debt-service portion is used to meet eligible debt obligations. Together, the rates are an important part of the annual school district finance picture for local property owners.

Class-Size Waivers Could Address Enrollment Pressure

Another item on the consent agenda would authorize the superintendent to prepare and submit a waiver application to the Texas Commissioner of Education for elementary campuses exceeding the state’s allowable 22-to-1 class-size ratio, as well as campuses that could exceed that ratio because of increased enrollment during the 2026-27 school year.

The agenda does not identify which campuses currently exceed or are approaching that threshold.

Still, the item provides families with another indicator of how Katy ISD is managing enrollment across its elementary schools during the current academic year.

District to Highlight ‘One Journey, Many Paths’

Trustees are also scheduled to hear an academic presentation titled “Innovative Pathways: One Journey, Many Paths.”

Although the agenda does not provide additional details about the presentation, the topic places student opportunities and different educational pathways on the evening’s public agenda.

The Board will also receive an annual report from the Katy Independent School District Education Foundation and discuss House Bill 3 five-year goals and targets for the district, elementary campuses and high school campuses.

New Library Books, Campus Projects Also on Agenda

Several additional items are scheduled for consideration as part of the consent agenda, including approval of new library book acquisitions.

Trustees are also expected to consider:

• an amendment to the Whiting-Turner Contracting Company agreement connected with renovation of the Support Services Complex;
• an electrical easement for CenterPoint Energy Houston Electric associated with renovations at Rodger and Ellen Beck Junior High School;
• approval of the plat for Sundown Elementary School;
• district and campus performance objectives; and
• July 2026 financial reports.

The Board is also scheduled to recognize outgoing Trustee Rebecca Fox for her years of service.

Earlier in the meeting, a King Elementary student is scheduled to lead the pledges of allegiance, while members of the Mayde Creek High School Choir will perform the National Anthem.

How Residents Can Watch or Speak at the Katy ISD Board Meeting

The open meeting begins at 5 p.m. Monday, Sept. 21.

Katy ISD says the public can watch through the district’s free Board Meeting Livestream. Supporting agenda documents are expected to become available through BoardDocs after midnight on the Friday before the meeting.

Residents who want to speak during public comment must sign up in advance by emailing publicspeakers@katyisd.org no later than 2 p.m. Monday, Sept. 21.

According to the district’s agenda, speakers must provide their first and last name, mailing address, the agenda item numbers they plan to address, whether they live within Katy ISD and whether they have children attending Katy ISD schools. Individuals who do not register by the deadline with the required information will not be called to speak.

For families across Cross Creek Ranch and the wider Katy ISD community, Monday’s meeting brings together several issues that often matter most at the neighborhood level: where children attend school, how crowded classrooms become, what educational opportunities are available and how the district funds its work.

While the meeting will not settle every one of those questions, it will give residents another look at where Katy ISD is headed — and which decisions may be coming next.
