Katy ISD Board to Address Bonds, New Schools, AI Framework and Library Book Challenges on February 23

February 19 2026

For families, taxpayers and homeowners across Katy ISD, Monday night’s Board of Trustees meeting carries implications that reach well beyond the classroom.

The Katy Independent School District Board of Trustees will hold its Regular Board Meeting on Monday, February 23, 2026 at 5:00 p.m. in the Board Room of the Katy ISD Education Support Complex, 6301 S. Stadium Lane, Katy, Texas 77494. Residents can attend in person or watch through the district’s free Board Meeting Livestream link available on the Katy ISD website.

While student recognitions and campus celebrations will open the meeting, much of the evening’s agenda focuses on district growth, long-term financial planning and policy decisions that shape the future of public education in Katy, Texas.

For residents wondering whether they should attend — even without children enrolled in Katy ISD — the short answer is yes. Here’s why.

Why This Meeting Matters to All Katy ISD Residents

Katy ISD is one of the largest school districts in Texas, and its decisions influence property values, tax rates, infrastructure development and long-term community planning across Fort Bend, Harris and Waller counties.

On the February 23 agenda are multiple items related to:

  • Issuance and refinancing of Katy ISD Unlimited Tax School Building and/or Refunding Bonds
  • A resolution expressing intent to defease or redeem certain outstanding bonds
  • February 2026 budget amendments and December 2025 financial reports
  • Approval of construction contracts, including Elementary School #49

Even for residents without enrolled students, these bond and budget decisions can directly relate to property tax considerations and how growth is managed across the district.

In fast-growing communities like Katy, new school construction, facility upgrades and financial structuring play a central role in maintaining classroom capacity, transportation efficiency and neighborhood stability.

Construction, Growth and Facility Upgrades

The board will consider approval of a contract for the construction of Elementary School #49 — another sign of continued enrollment growth in the area.

Additional facility-related items include:

  • Design approval for the Opportunity Awareness Center
  • Comprehensive renovations at Polly Ann McRoberts Elementary School
  • Building Management Control System replacement at Tompkins High School
  • Chiller replacement at the Taylor High School Natatorium
  • Proposed naming of the North Transportation facility

These infrastructure updates affect everything from student comfort and safety to traffic patterns and long-term district operational costs.

For homeowners tracking development in Katy ISD, these agenda items provide insight into where investment is being prioritized.

Artificial Intelligence, Nutrition and Academic Oversight

Beyond construction and finance, trustees will receive a report on the Katy ISD Artificial Intelligence Framework — an increasingly important topic for families and educators navigating classroom technology, academic integrity and responsible AI use.

The agenda also includes a Nutrition and Food Service Department Overview, offering a look into student meal programs and operational management.

As public education continues adapting to evolving technology and changing student needs, these reports offer residents a window into how Katy ISD is planning for the future.

Library Book Reconsideration Requests

Two formal reconsideration requests are scheduled under Discussion/Action:

  • Cat Kid Comic Club
  • "Fake News Phenomenon"

For many residents, library content decisions represent broader conversations about curriculum oversight, parental involvement and academic standards.

Whether parents have students currently enrolled or not, these discussions often reflect community values and priorities.

Public Comment: How Residents Can Participate

Community members who wish to address the board must sign up in advance by emailing publicspeakers@katyisd.org by 2:00 p.m. on Monday, February 23, 2026.

Speakers must include:

  • First and last name and mailing address
  • Specific agenda item numbers they intend to address
  • Whether they reside in Katy ISD and whether they have children enrolled

Participation in public comment remains governed by Katy ISD Board Policy BED.

For residents who simply want to stay informed, livestream viewing remains available.

A Snapshot of a Growing District

The evening will also include:

  • Recognition of a new principal for Winborn Elementary School
  • Celebration of the University Interscholastic League 2026 6A Spirit State Championship
  • Recognition of Seven Lakes High School
  • Discussion regarding acquisition of land and improvements related to Waller County Appraisal District
  • Consideration of a Level Three FNG grievance under district policy

Together, the agenda reflects both celebration and responsibility — from student achievements to complex financial and policy decisions.
