
Harris County Sheriff's Office Launches 'Operation Blitz' to Tackle Organized Retail Crime Surge
In a bold move to crack down on a surge of organized retail crime, the Harris County Sheriff’s Office (HCSO) has launched Operation Blitz, a multi-agency initiative aimed at dismantling theft rings and holding repeat offenders accountable. Sheriff Ed Gonzalez announced the operation last week, joining forces with the Texas Department of Public Safety and the Gulf Coast Criminal Investigators Association.
The effort comes as Harris County grapples with a troubling rise in retail theft, reporting over 2,300 theft-related incidents since May 2024. These aren't just isolated shoplifting cases—they’re often the tip of a much larger criminal iceberg.
“Organized retail crime is not just shoplifting; it’s a gateway to more dangerous criminal activity,” said Sheriff Gonzalez. “These suspects often carry weapons, have open warrants, and are tied to broader networks. Through Operation Blitz, we’re sending a clear message: we are watching, and we are coming for you.”
Arrests Uncover Deeper Criminal Activity
Within the first two weeks of Operation Blitz, HCSO deputies made 12 arrests and recovered over $4,000 in stolen goods. But for law enforcement, those numbers only scratch the surface.
One of the most high-profile arrests involved Kenneth Pilgreen, a repeat offender with a history of large-scale retail theft. Pilgreen was already linked to thefts totaling over $42,000 from stores like Home Depot and Lowe’s. Detectives connected him to yet another open HCSO case and filed an additional felony theft charge.

Investigations also led to a larger, more sophisticated operation involving online resale. Deputies arrested Nneka Owunna after tracking a network of 23 suspects believed to be stealing high-value cosmetics for resale. A tip led authorities to Owunna’s apartment, where they found stolen merchandise being funneled through her Amazon storefront—generating $1.1 million in sales in 2023 alone.
Fragrance Theft Ring Still Unfolding
Another major bust involved a mother-daughter duo, Ta Taneisha White and Johnette Jackson, alongside four others. They’re accused of stealing more than $30,000 worth of fragrances and makeup from Sephora stores across the county. While White has been apprehended, Jackson remains at large. According to the National Retail Federation (NRF), organized retail crime has become one of the most significant threats facing the retail industry today. In their most recent survey, 70% of retailers reported an increase in the scope and violence of theft incidents over the past year.
These crimes aren't just costly for stores—they impact everyone. Businesses often pass losses from theft onto consumers through higher prices, reduced product availability, and increased security measures. In some cases, retailers are forced to close high-risk locations, leaving communities without access to basic goods and services.
Retail crime also endangers store employees and shoppers. “The rise in aggression and use of weapons in these thefts has changed the landscape of retail,” an NRF spokesperson noted in a recent report. “What used to be low-level shoplifting has evolved into calculated, often dangerous heists involving organized crews.”

“These cases show the far-reaching impact of retail crime and why sustained operations like Blitz are so crucial,” Gonzalez said.
