Greater Houston Agencies Unite to Combat Drunk Driving with Zero Tolerance Initiative
Law enforcement agencies across Greater Houston have joined forces in a zero tolerance initiative to combat drunk driving during the holiday season, culminating on New Year’s Eve. In collaboration with Constable Mark Herman’s Office, the multi-agency “No Refusal” initiative aims to ensure road safety and prevent tragedies through January 1.
At a press conference hosted by the City of Houston, officials highlighted the dangers of impaired driving and the need for proactive measures. Constable Herman emphasized the gravity of the initiative, stating, “These increased law enforcement patrols have incorporated a pro-active police approach during this busy holiday to keep our citizens and their families safe. If you choose to drink and drive, you choose to go to jail.”

The statistics are sobering. In 2024, Houston experienced 33 fatalities linked to DWI-related crashes, according to Houston Police Chief J. Noe Diaz. “The holidays are a time of festivities, not a time for tragedies,” Diaz said. “When we over consume alcohol, we make bad decisions that catastrophically affect innocent families. So, have a plan.” Nationally, MADD reports that 37 people lose their lives daily, and 1,075 are injured in preventable drunk driving crashes. The organization continues to lead efforts to change behaviors, support victims, and advocate for innovative anti-drunk driving technologies and stricter laws.
City of Houston Mayor John Whitmire urged local businesses serving alcohol to act responsibly during the holiday season. He implored them to intervene when patrons show signs of intoxication and ensure they arrange for a safe ride home. These collective efforts, paired with increased patrols and the “No Refusal” policy, send a strong message that impaired driving will not be tolerated.
Residents are encouraged to make responsible choices, such as designating a sober driver, using ride-share services, and stepping in to prevent others from driving under the influence. The initiative’s unified approach, involving the Harris County Precinct 4 Constable’s Office, Houston Police Department, and MADD, underscores the community’s commitment to keeping the roads safe during the holidays.
As Houston prepares to ring in the New Year, the focus remains on celebrating responsibly and ensuring the holiday season is free of preventable tragedies. With a clear plan and a collective effort, this New Year’s Eve can be one of joy, safety, and new beginnings.
