Fort Bend County District Clerk Beverley McGrew Walker Opens New Passport Office at Justice Center

The third floor of the Fort Bend Justice Center buzzed with activity on Monday, July 21, as elected officials, community leaders, and residents came together for the official grand opening of the Fort Bend County District Clerk’s new passport office.

Located at 1422 Eugene Heimann Circle in Richmond, the upgraded facility was designed to meet the needs of one of Texas’s fastest-growing and most diverse counties. According to District Clerk Beverley McGrew Walker, the expansion was both necessary and timely.

“We need a bigger facility to better meet the needs of Fort Bend County citizens. Approximately 38% of Fort Bend citizens are foreign born and have business or familial ties in a foreign country,” Walker said.

The lunchtime celebration gave attendees a first look at the modernized space and offered a chance to meet the staff who process an estimated 24,000 new and renewal passport applications each year.

Chief Deputy District Clerk Haroon Moughal noted that the office’s work has a significant impact on the county’s budget, generating about $1 million in additional revenue annually for the general fund.

“Our passport office is one of the busiest in the region, and the new facility will help us serve residents more efficiently,” Moughal said.

Many residents in attendance shared positive experiences about the professionalism and courtesy they received when applying for passports. Walker emphasized that the office was built with both efficiency and respect in mind.

“When people come here, they’re not just another number—they’re treated with dignity. That’s a priority for us,” she said.

The District Clerk’s Passport Office processes new and renewal applications on Form DS-11 by appointment Monday through Friday at both the Fort Bend Justice Center and the Fort Bend County Sienna Annex, located at 5855 Sienna Springs Way in Missouri City. While appointments are recommended, walk-ins are welcome and are assisted as scheduling allows.

“We want this to be a place where people feel confident about starting their travel journey, whether they’re visiting family abroad or seeing the world for the first time,” Walker added.

Applicants are encouraged to review service options and costs on the District Clerk’s website before arriving. The office also offers passport photos and the option to exchange cash for a money order, making the application process more convenient for travelers.
