Cy-Fair ISD Names New Assistant Superintendent of Technology Services
Charles Franklin, director of device imaging and inventory, was named CFISD’s new assistant superintendent of technology services on Oct. 30. Franklin replaces Paula Ross, who announced her retirement effective in December.
Franklin has more than 25 years of IT leadership experience, including five with CFISD. He has overseen major initiatives, including the 1:1 Chromebook program, and has focused on strengthening campus support. His leadership has been instrumental in successfully executing high-impact projects such as the Telephony Data Center move, VoIP upgrades, and optimizing identity provisioning processes.
Before joining CFISD, Franklin held key leadership roles at Siemens Energy, Houston ISD and Air Liquide, where he executed complex global IT implementations, including a 400,000-user Office 365 migration. His extensive experience in project and program management, organizational change, and cybersecurity has equipped him with unparalleled expertise in driving transformational IT initiatives.

A proud veteran, Franklin served six years in the U.S. Army. He also served alongside the military as site director in Afghanistan, leading more than 120 IT professionals in mission-critical operations for the Department of Defense. He holds an MBA in Management of Information Systems from Western Illinois University and a Bachelor of Business Administration in Technology Management from American Intercontinental University.
