Cy-Fair Chamber Honors Harris County Precinct 5 Detective Carlos Sandoval for Protecting Children Through High-Tech Crime Investigations
For many residents, the work of law enforcement is most visible during emergencies, traffic stops, or community events. Yet some of the most impactful work happens quietly behind computer screens, in evidence rooms, and through countless hours of investigation aimed at protecting those who cannot protect themselves.
That commitment to service was in the spotlight when Deputy Carlos Sandoval of the Harris County Constable's Office Precinct 5 was recognized as the First Responder Honoree during the Cypress Fairbanks-Houston Chamber of Commerce General Membership Luncheon held May 19, 2026, at the Berry Center.
During the ceremony, Sandoval received a Chamber certificate of appreciation and was presented with the Sons of the American Revolution (SAR) Law Enforcement Medal by Tom Jackson of the Texas SAR Robert Rankin Chapter. The medal recognizes law enforcement professionals who have demonstrated exceptional service, accomplishment, and dedication to their profession.
A Recognition Rooted in Service
As part of the presentation, Jackson placed the recognition within a broader timeline of service and remembrance, moving from the nation’s early history to more recent traditions honoring law enforcement. He referenced the origins of Peace Officers Memorial Day, the designation of Police Week, and a recent memorial held by Constable Terry Allbritton for Precinct 5 deputies who died in the line of duty.
In that context, the Chamber’s recognition of Detective Carlos Sandoval extended that week of honor at the local level, highlighting both his service and the impact of his work within the community.
The ceremony came during a period traditionally dedicated to recognizing law enforcement officers and remembering those who made the ultimate sacrifice in the line of duty.
A 17-Year Career Dedicated to Public Safety
According to remarks delivered during the presentation, Sandoval has served Harris County for more than 17 years.
A graduate of the University of Houston-Downtown Police Academy in 2008, he began his career with the Harris County Constable's Office Precinct 5 Patrol Division in 2009. Over the years, he has served in a variety of specialized assignments, including as a Field Training Officer, member of the Strategic Response Unit, investigator in the Major Offenders Unit, and an assignment with the Harris County District Attorney’s Office.
Today, Sandoval serves as a Detective with the High-Tech Crimes Unit (HTCU) and Internet Crimes Against Children (ICAC) Task Force, where investigators focus on identifying offenders and protecting children from online exploitation.
Investigation Led to Arrest and Multiple Felony Charges
Lieutenant Luis Gonzalez detailed the investigation that led to Sandoval’s recognition.
“Detective Carlos Sandoval is a highly accomplished law enforcement professional with over 17 years of distinguished service in Harris County.”
According to Gonzalez, Sandoval served as the lead investigator following a June 2025 cyber tip from the National Center for Missing & Exploited Children regarding the online sharing of child sexual abuse material. Through subpoenas, search warrants, digital evidence analysis, and coordination with partner agencies, investigators were able to identify a suspect.
In September 2025, Sandoval led a multi-agency ICAC team in executing a high-risk residential search warrant that resulted in the seizure of multiple electronic devices. A subsequent forensic examination uncovered more than 400,000 images and videos containing child sexual abuse material.
The investigation resulted in three first-degree felony charges for Possession of Visual Material Depicting Sexual Assault of a Child Under the Age of 10, and the suspect was arrested in November 2025.
Gonzalez emphasized the broader impact of the case, stating, “This investigation not only led to the successful apprehension of a dangerous offender but also helped protect numerous vulnerable children from further exploitation.”
Why This Recognition Matters
While awards often highlight individual accomplishments, they also provide a glimpse into the work taking place behind the scenes to keep communities safe.
Cases involving online child exploitation can require months of investigative work, extensive digital forensic analysis, and collaboration among local, state, and federal partners. For residents across Cypress, Katy, West Houston, and Harris County, the recognition serves as a reminder of the specialized efforts law enforcement agencies undertake to address crimes that often remain invisible to the public.
According to the National Center for Missing & Exploited Children, its CyberTipline received more than 21.3 million reports of suspected online child sexual exploitation in 2025, emphasizing the scale of a crime that often remains hidden from public view. NCMEC notes that the continued circulation of child sexual abuse material can cause ongoing harm to victims long after the original abuse occurs, making investigations like the one led by Detective Carlos Sandoval critical not only for apprehending offenders but also for helping prevent further victimization and protecting vulnerable children.
