Commissioner Rodney Ellis Launches 'Plan Together' Mobility Programs to Strengthen Precinct One Communities

In a continued effort to create safer, more connected, and equitable communities, Harris County Precinct 1 Commissioner Rodney Ellis has announced the launch of Plan Together, a comprehensive initiative introducing five new mobility programs for Fiscal Year 2026. The programs are designed to strengthen infrastructure, enhance public safety, and promote accessibility across Precinct One — including neighborhoods like Eagle Landing and surrounding areas.

“These programs reflect our equitable approach to bring the same basic level of service to every neighborhood,” said Commissioner Ellis. “No matter your zip code, everyone deserves access to roads and sidewalks that are safe, well-lit, and resistant to flooding.”

The Plan Together initiative aims to ensure that every community — from urban corridors to quieter residential streets — benefits from strategic, data-driven investments in infrastructure. Developed with community input, the five mobility programs invite direct participation from residents, school leaders, and neighborhood organizations through an open application process.

The five programs include:

  • Orphan Roads Program – Provides support to adopt, improve, and maintain roads that currently lack ownership or maintenance responsibility.

  • School Safety Program – Empowers local schools to request infrastructure upgrades that protect students walking or biking to class.

  • Street Lighting Program – Expands roadway lighting to improve public safety and visibility on neighborhood streets.

  • Neighborhood Traffic Calming Program – Implements speed-reducing measures to make residential areas safer for drivers, cyclists, and pedestrians.

  • Partnerships Program – Offers funding for community-led mobility projects, with additional details expected in early 2026.

Each Plan Together program will operate on an annual cycle, with application deadlines varying from February through August 2026. Projects will be reviewed, scored, and prioritized for funding and implementation based on community impact and need.

Commissioner Ellis emphasized that the Plan Together programs are not just about infrastructure but about fairness and public well-being. “This initiative is about equity — about ensuring that whether you live in a historic neighborhood or a newly developed one, you have the same opportunity for safety and progress,” he said.

As Precinct One continues to grow and evolve, Plan Together represents a collaborative step toward a future where every resident — including those in communities like Eagle Landing — can travel, walk, and live in safer, more resilient neighborhoods.
