CFISD Safety Exercise Planned for June 3: What Cypress-Fairbanks Residents Need to Know About the REACT-R Training Event

West Houston / Cypress  /  West Houston / Cypress
May 29 2026

Residents across the Cypress-Fairbanks area may notice an increased presence of law enforcement officers, emergency vehicles and first responders at Rowe Middle School and the Berry Center on June 3. While the activity may appear significant, Cypress-Fairbanks ISD officials want the community to know there is no emergency taking place.

Instead, the district will be conducting a large-scale safety training exercise designed to strengthen preparedness and coordination among schools, law enforcement agencies and emergency responders in the event of a real crisis.

Preparing for the Unthinkable Through Real-World Training

On Wednesday, June 3, CFISD’s Emergency Management Department, working alongside the CFISD Police Department and local public safety partners, will host a full-scale Response to Emergent Active Threat Crisis & Tactical Reunification (REACT-R) exercise at Rowe Middle School, located at 7611 Westgreen Blvd., and the Berry Center at 8877 Barker Cypress Road.

The exercise is designed to simulate an active campus threat scenario, allowing participants to evaluate emergency response procedures, interagency communication, tactical operations and student reunification protocols under realistic conditions.

For families throughout Cypress-Fairbanks ISD, the training represents an important investment in campus safety and emergency preparedness. While everyone hopes such situations never occur, emergency management professionals emphasize that practicing coordinated responses before a crisis happens can help agencies respond more effectively when every second matters.

Why Residents Will See Increased Police Activity

Throughout the day on June 3, community members can expect a substantial presence of law enforcement officers, emergency personnel and public safety vehicles at both training locations.

CFISD officials stress that the activity is part of a planned exercise and not an actual emergency. Residents are asked to avoid the properties during the training and do not need to contact law enforcement or emergency dispatchers regarding the visible response activities associated with the exercise.

The realistic nature of the training is intentional. Full-scale exercises allow participants to test procedures, identify areas for improvement and strengthen partnerships among the agencies that would be responsible for responding during a real emergency.

Student Reunification a Critical Focus

A key component of the REACT-R exercise will be tactical reunification, the process of safely reconnecting students with their parents or guardians following a campus emergency.

While active threat response often receives significant attention, emergency management experts note that reunification planning is one of the most important aspects of school crisis response. Exercises like REACT-R allow districts and first responders to practice managing large numbers of students and families while maintaining safety, accountability and clear communication.

For parents across CFISD, these drills help ensure that procedures are tested and refined before they are ever needed.

A Community-Wide Commitment to School Safety

As one of the largest school districts in Texas, Cypress-Fairbanks ISD regularly works with local, county and regional public safety agencies to review emergency plans and enhance preparedness efforts.

The June 3 exercise reflects a broader commitment shared by educators, law enforcement officers, firefighters, emergency medical personnel and community leaders to protect students, staff and families throughout the district.

While the increased activity may draw attention, district officials hope residents will view the exercise as a sign of the ongoing collaboration taking place behind the scenes to strengthen school safety across the Cypress-Fairbanks community.
