The project’s roots stretch back to mid-summer 2021, when the former pool building was identified as a City facility in need of major repairs or full replacement. What began as an infrastructure concern evolved into a broader opportunity to reimagine the space as a modern Community Center for Castroville.
Momentum accelerated in December 2022, when the City was awarded a $1,705,340 Congressional Appropriation to help fund the project. City Council later approved the demolition package in February 2024, clearing the way for construction to begin. In June 2024, Council approved the base construction proposal and awarded the project to Frontera Construction.
Construction officially began March 17, 2025.

In total, the project has been delayed 110 calendar days — approximately 3.6 months.

City of Castroville Portion: $464,852
The City’s required contribution had to be used before Congressional funds could be accessed. Those dollars primarily covered early soft costs, including:

- Geo-technical testing
- Demolition
- Portions of construction expenses

The City began receiving federal funds in May/June 2025. The first USDA disbursement totaled $64,946.19.
To date, the City has received $931,743.72, with a remaining balance of $773,596.28.

- $722,294.60 in remaining construction contract costs
- $28,865.58 in change order general conditions
- $1,298.95 for project insurance and bonds
- $92,660 for Alliance for Community Standards
- $55,602 for furnishings
