Spencer Road PUD Board to Meet June 9 at Hearthstone Country Club — Budget, Park Repairs & Policy Updates on Agenda

Hearthstone neighbors have an opportunity to stay informed and involved at the upcoming Spencer Road Public Utility District (PUD) board meeting, scheduled for Monday, June 9, 2025, at 4:30 p.m. at Hearthstone Country Club, located at 7615 Ameswood Road, Houston, TX 77095. The meeting is open to the public and welcomes local input.

Why This Meeting Matters to Hearthstone

Spencer Road PUD is the backbone of essential services for Hearthstone, overseeing water, wastewater, and drainage infrastructure across its 716-acre jurisdiction. As a municipal utility district operating under the Texas Water Code, the PUD also manages long-term infrastructure investments and ongoing improvements to public amenities such as Bob Allen Park.

This meeting’s agenda touches on several important issues that directly affect Hearthstone homeowners and residents, including:

  • Annual Budget Planning for Fiscal Year Ending June 2026: The board will review and consider approval of the District’s draft budget, setting financial priorities for the upcoming fiscal year.

  • Developer Reimbursement for Gordon Tract: The board will vote on a resolution to approve $2.18 million in surplus fund reimbursements related to recent development projects within the Gordon Tract. This includes consideration of an Agreed Upon Procedures Reportfrom the district’s auditor.

  • Park and Landscaping Improvements at Bob Allen Park: Updates will be shared on track repairs at Bob Allen Park, along with broader landscaping projects and contract reviews. A change order for Upland Landscape Construction is also on the table.

  • Policy Reviews and Certifications: Residents interested in the board’s governance practices will be able to observe the annual review of the District’s Investment, Travel, and Ethics Policies, along with possible updates and adoption of resolutions to certify any changes.

  • Operations and Maintenance Oversight: Key reports will be presented from the District’s bookkeeper, tax collector, and operator, including approvals of payments and service terminations for delinquent accounts.

  • Engineering Updates: The District Engineer will deliver updates on capital projects, including status reports, pay estimates, contract awards, and potential change orders tied to infrastructure work.
