Slow Down, Save Lives: Precinct 5’s Speed Trailer Program Brings Targeted Enforcement to Local Communities

In a proactive effort to improve roadway safety and support concerned residents, the Harris County Precinct 5 Constable’s Office is putting the brakes on speeding with a targeted traffic enforcement initiative: the Speed Trailer Program. This tool is designed not only to slow drivers down, but also to protect families and foster safer streets across the Precinct 5 region.

Traffic enforcement is a priority for law enforcement, but it’s also one of the most common concerns reported by community members. Whether it’s speeding through neighborhoods, school zones, or down busy thoroughfares, residents have made it clear that dangerous driving is an issue that demands attention.

That’s where the speed trailer comes in.

The Precinct 5 Speed Trailer is a mobile radar unit that displays a vehicle's speed in real-time, reminding drivers to obey posted speed limits. Deployed for one week at a time during daylight and early evening hours, the trailer serves as both a deterrent and a data-collection tool. And it doesn’t stop there—after the trailer is removed, Precinct 5 motorcycle units often follow up with active enforcement in the area to ensure the message sticks.

This program is especially helpful in neighborhoods or school zones where children, pedestrians, and cyclists are at higher risk. According to national statistics, speeding is a contributing factor in one out of every three traffic fatalities in the U.S. In Texas alone, speeding drivers are responsible for thousands of crashes annually, many of them involving young drivers. The economic toll is steep as well—over $40 million per year in speed-related accident costs nationwide.

As Precinct 5 officials put it, "When someone asks if we have more important things to do than stop speeders, the answer is simple: No. Speeding drivers are extremely dangerous and are one of the most common causes for Texas car accidents. If drivers would slow down and obey the speed limits, many lives would be saved."

How to Request a Speed Trailer in Your Community

Precinct 5 residents are encouraged to report traffic concerns—whether it’s chronic speeding on a residential street, a cut-through route that drivers use to avoid traffic lights, or a particularly hazardous intersection.

Criteria for Speed Trailer Placement
  • Must be within Precinct 5 boundaries.
  • Priority is given to contracted patrol areas and surrounding streets.
  • Trailer cannot be placed on highways, feeder roads, curves, private property, or anywhere obstructed from view for 300 feet.
  • It also cannot be placed in moving traffic lanes or any spot that could cause a hazard.
