Harris County Public Health (HCPH) is reminding residents that suspected public health nuisances in unincorporated Harris County can be reported to help prevent conditions that may attract pests, create safety hazards or negatively affect surrounding properties. Whether it's illegal dumping, an abandoned swimming pool, excessive rubbish or overgrown vegetation, reporting these issues allows the county to investigate and work toward a resolution that benefits the entire community.
For residents of West Memorial in Harris County, the program serves as an important tool for maintaining neighborhood quality of life while helping reduce health and safety risks before they become larger problems.
What Harris County Public Health Investigates
Through its Environmental Public Health Division, Harris County Public Health works to protect residents by promoting a safe and healthy environment across Harris County. In addition to inspecting and permitting food establishments and public swimming pools, the division helps safeguard public drinking water, oversees lead hazard abatement and administers the county's Neighborhood Nuisance Abatement Program.
The program investigates complaints that may violate the Texas Neighborhood Nuisance Abatement Act, which applies to unincorporated areas of Harris County. After an investigation confirms a nuisance, property owners or occupants typically receive a notification and have 30 days to correct the issue. Failure to comply may result in civil action or criminal prosecution.
Common Neighborhood Nuisances
According to Harris County Public Health, reportable public nuisances include:
-
Illegal dumping or accumulated refuse that is not properly contained.
-
Rubbish or discarded items—including vehicles, tires, cans and other abandoned objects—that remain visible from a public street for 10 days or more.
-
Standing water or unsanitary conditions that attract mosquitoes, rodents, vermin or other disease-carrying pests.
-
Overgrown weeds located within 300 feet of another residence or commercial property.
-
Structurally unsafe or dilapidated buildings that present health or safety hazards.
-
Abandoned or unsecured swimming pools and vacant properties that lack required fencing or protective covers.
The Neighborhood Nuisance & Abatement Program also addresses unsafe structures, excessive trash, high grass and weeds, pest harborage conditions and other sanitary issues that may affect public health. Once a nuisance is identified, the county works to locate the responsible party and seeks compliance through voluntary correction whenever possible before pursuing enforcement.
