MESSAGE FROM YOUR HOA BOARD OF DIRECTORS

At the next annual meeting, there will be HOA Board positions becoming open in April. If you are interested in serving your neighborhood and would like to run for a position on the HOA Board, please contact Angela Rivera for more information. It is a two-year term and takes just a few hours each month. Our community manager handles the day-to-day operations of the neighborhood under the direction of the HOA Board. If you have a special interest in your neighborhood, now is the time to act and become a part of the HOA Board.

REMINDER: ASSESSMENTS WERE DUE JANUARY 1st

The annual dues for 2022 are $600, due on January 1, 2022. The Association statements were mailed, in November 2021. This is done to enable you to pay something each month before the deadline of January 30, 2022, if you wanted to do this. We encourage each of our homeowners to pay promptly as the cost to the homeowner for collection begins mounting on February 1, 2022. If you would like to establish a payment plan, you can contact the onsite community manager Angela Rivera at angela.rivera@associa.us. Keep in mind the terms of the payment plan agreement include a monthly payment plan fee and the association’s monthly interest. Please pay your assessments on time to prevent receiving late fees and interest charges to your account. Please visit TownSq https://app.townsq.io/login to pay and/or mail in your payment to P.O. Box 3157, Houston, TX 77253. As soon as possible. For your future reference you can always pay ahead on your yearly assessments either in full or a little at a time throughout the year. This is also encouraged to each homeowner.

CYPRESS MILL HOA SPRING TIPS AND REMINDERS
Spring is here! With the warmer weather upon us, we wanted to share some tips and/or reminders regarding property maintenance. Remember, the appearance of your property can greatly increase the property value of your home and community. As a friendly reminder, here are some items that we encourage you to look at:
  • Lawn Care - Annual grassy weeds, like crabgrass and foxtail, are easily stopped in the spring, when the seeds are tiny seedlings are most vulnerable, so they don’t become a problem in the summer. Please apply weed preventer with lawn food to improve the health of your lawn.
  • Lawn Maintenance - Higher temperatures, means increased growth. That said, please plan to mow, edge and weed your lawn more frequently than the colder months, which are typically weekly during the Spring/ Summer months.
  • Exterior Maintenance - Please refresh exterior paint to include the home, trim and garage doors. Any siding should be cleaned to remove mold/mildew. Additionally, please remove stains/dirt from driveway that have accumulated over time.
  • Inoperable Vehicle(s) - Please refrain from parking and/or storing any type of inoperable vehicle in public view. The Association has noticed an increase number of inoperable vehicles in the community, which is both a violation of the deed restriction and an eyesore. Please take the time to either relocate the vehicle to the garage or store offsite.
  • Pet Owners - Please remember to clean up after your pet “upon any public property or upon any private property with out the permission of the owner” Please be considerate and pick up your pet’s droppings.

MINUTES OF BOARD OF DIRECTORS MEETING -OCTOBER 27, 2021

CALL TO ORDER
The Board of Directors meeting of the Cypress Mill Homeowners Association Inc. was held, on October 27, 2021, at the Cypress Mill Recreation Center, 14710 Mills Park Lane, Cypress, Texas.

Those in attendance were Jeff Garrett, Larry Turner, Stacey Lucas and Beverly McGaughey. Angela Rivera was also in attendance (representing Associa Principal Management Group). With a quorum duly established, President Jeff Garret called Cypress Mill Board of Directors meeting to order at 6 PM.

SUMMARY OF EXECUTIVE
The Board of Directors - The President; announced the previous meeting minutes are available on the community app TownSq.

APPROVAL OF MINUTES
After reviewing the minutes, the Board of Directors, Stacey and Larry motioned to accept the meeting minutes of September 22, 2021, all in favor.

TREASURER’S REPORT
Angela Rivera presented September 2021 financials. The financials are accepted as presented. The following items noted:

Operating Funds - $164,735 and Reserve Funds - $194,942 as of September 2021. September YTD actual expenses are over budget by $28,179.

HOMEOWNERS FORUM
Homeowners’ present and discussed the following items:
  • Landscape questions
  • Homeowners that do not follow CC&R’s
  • Acknowledgement of a homeowner’s seasonal tradition of celebrating the holiday • Fitness room age limit
ADJOURN TO EXECUTIVE SESSION | RECONVENE FROM EXECUTIVE SESSION
The following items were discussed during the executive session. Motions were made and seconded and passed unanimously to:
  • (234-5381) Appeal denied for a prior fence location. The homeowner has to June 30, 2022, to correct.
  • Approved Silversand additional items at $14,992.
  • Swim Team, Makos Sharks are to relocate the swimming pool lanes outside the storage room on pavers. The Board of Directors will review the storage room and follow up with the swim team if needed.
  • One set of keys and entry card will be placed in the lock box.
  • The swim team is searching for a temporary solution on the deck poles used for swim meets.
  • DR-BOARD ACTION- Approved 37 accounts to the attorney.
  • (234-6144) The Board of Directors’ counter-offered on homeowners request of a payment plan. • (412-2984) The Board denied the request of fees to be waived from the homeowner.
  • (389-8316) The Board denied the settlement offer from the homeowner.
  • Community Christmas Decoration; will be installed. The week of November 15th and removed the week of January 10, 2022.
  • HOA Assessment signs will be posted the week of November 15 to January 17, 2022.
  • Managers Vacation Time Approved. October 29, November 1, 12, 17, 22-24. December 20-21 and December 27-30, 2021.

ADJOURNMENT
There being no further business to come before the Board, the regular business session of the meeting adjourned at 8:30 PM. Next meeting will be held on Wednesday, January 26, 2022 at 6 PM.

PROTECT ONE OF YOUR MOST VALUABLE INVESTMENTS

DEVELOP A CONSISTENT MAINTENANCE SCHEDULE

By doing some simple preventative maintenance, you can extend the life of your home and minimize costly repairs.
  • Painting - It is important to put a good coat of paint on your home which may mean painting every three to five years on an average, depending on the quality of the paint. Painting obviously improves the appearance of your home and protects your wood or hardiplank from the elements reducing rot. Don’t forget your ACC application along with paint color samples, which must be processed and approved first!
  • Power Washing - Take a walk around your property. If you see green or black mildew on your home and driveway, you can power wash the mildew off your gutters, home exterior, driveway and sidewalk. This small step of maintenance can keep your property looking well maintained.
  • Gutters - Gutters need to be cleaned out on a regular basis. This time of year they fill up with pine needles and leaves. If the gutters are full of leaves and pine needles, they will not drain properly and will need to be cleaned. The extra weight will cause the gutter nails to become loose and the gutter will sag or fall from your home. Gutters are important as they protect the fascia boards.
  • Landscaping - Trees, shrubs and seasonal flowers add a great deal to the value of your home and the community. Remember that over time trees and shrubs can become overgrown and unsightly. Please keep your landscaping well-trimmed and yard edged so that it enhances your home and does not interfere with the street.
  • Street Parking - Please keep in mind that the streets belong to the City. Please report all street parking to Harris County Constable Precinct 4 non-emergency line at 281-376-3472.

POLITE PARKING

Several complaints have been received about visitors leaving their vehicles parked for extended periods of time. Please ask your visitors to park in your driveway or at least in front of your property, leaving your neighbors room for their visitors to park or to pass through with their vehicles.

DEED RESTRICTION VIOLATIONS

Trash bins need to be out of view from the street. That means you cannot have your trash bins on the driveway, side of home or behind columns in front of garage door. You will get a letter and if you don’t comply we will send you to the attorney just for this trash bin violation and you will receive the attorney charge on your account. Please move your trash bins out of view from the street. 
 

LEASH LAWS

There have been several complaints about dogs either running loose in the neighborhood or being walked but not on a leash. It is annoying and sometimes frightening, when dogs run up to a homeowner, so for safety reasons, please keep your dog on a leash. FYI-Excerpt from: The Khan Law Firm

Harris County Animal Control clearly states that “all dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas.” In other words:
  • Dogs aren’t permitted to run around at large and
  • They always must be kept under direct physical control (on a leash) of their owner
BARKING DOG PROBLEM
  • The best way is to call the Constable office to make a noise complaint. 24 dispatches number 281-376-3472.
  • Call from outside when the dogs are barking.
  • Request from the operator who answers the phone exactly what to ask for on a formal noise complaint.
  • Tell them you would like to meet the constable to a make a formal complaint.
  • The best way is to talk to your neighbor, but if you don’t feel comfortable call the Constable’s office.

ARCHITECTURAL REVIEW PROCESS

The Covenants, Conditions and Restrictions (CC&R’s) as well other legally binding documents, are provided to homeowners prior to closing on a house. Please read the guidelines before submitting your Architectural Control Committee application. You can receive a copy online on TownSq under documents or you can call your community manager Angela at 281-213-3184 and/or email angela.rivera@associa.us to request a form. All application can take up to 30 business day before an approval or denial is correspondent to a homeowner.

RESIDENTS OF CYPRESS MILL

Having your lawn cut either by yourself or a hired landscaper please don’t put out your grass clippings out on the sidewalk until trash days, Monday or Thursdays. We are getting complaints of homeowners putting out grass clippings before trash days. We thank you for your understanding and corporation.

SWEEPING OR BLOWING DEBRIS INTO STORM DRAINS

According to Herman L. Sanders of the Harris County Watershed Protection Group, “Sweeping grass, leaves, grass clippings, yard waste, etc., into a storm drain is cited as a civil solid-waste violation of State Municipal Solid Waste rules, Chapter 330.15 (a)(1). Civil penalties are $50 to $25,000 per day per violation. Criminal penalties, if pursued, are $500 to $100,000 per day per violation.” Please keep the front of the driveway and curbs cleaned to keep debris from going into the street gutters.

NOTICE: FITNESS ROOM USAGE

No one under 18 years of age is allowed in the fitness room at any time. If you are found in the fitness room your access card will be deactivated and you will have to come in front of the Board of Directors to discuss reactivating card. Please comply with the rules.

SOLICITATION IS AGAINST OUR DEED RESTRICTION

Please do not purchase from solicitors and ask them to leave our neighborhood. Although it is difficult to enforce this violation we can work together to keep this activity at a minimum. Please contact Constable Mark Herman dispatch at 281-376-3472 if any harassment issues or suspicious behavior arises.

STREET LIGHT OUT?

Have you noticed a streetlight out? You can report it to CenterPoint Energy 24 hours a day at 713-207-2222. Choose a language preference and then select option “4” for street light outages. Please provide the streetlight’s six digit number located approximately 5 feet up the pole. Also, it is helpful to give the street name and address.
