Magnolia West High School Sophomore Sarah Skinner Earns Recognition in Congressional Art Competition

A Magnolia West High School sophomore is receiving regional recognition for her artistic talent while representing Magnolia ISD on a larger stage.

Sarah Skinner recently earned third place in the Photography category of Congressman Morgan Luttrell’s Congressional Art Competition with her piece titled “I’m Next.” As part of the honor, her photograph will now be displayed in Congressman Luttrell’s Magnolia office, giving the community another reason to celebrate the creativity emerging from local students.

For families across Magnolia, Tomball, Montgomery County and the surrounding area, achievements like this highlight the growing impact local students are making beyond the classroom. Student accomplishments in arts programs often reflect the strength of community support, school investment and opportunities that encourage young people to develop their talents.

The Congressional Art Competition is a nationwide annual event sponsored each spring by members of the U.S. House of Representatives. The program was created to recognize and encourage artistic talent among high school students across the country, while also giving young artists an opportunity to have their work displayed publicly.

Congressional Art Competition Gives Students National Exposure

The competition is open to all high school students within each participating congressional district. The winning artwork from each district is displayed for one year in the U.S. Capitol in Washington, D.C., alongside artwork from districts across the nation. Winning pieces are also featured on the official Congressional Art Competition page on House.gov.

While Sarah’s photograph earned third place rather than the district’s top honor, having her work displayed locally in Congressman Luttrell’s Magnolia office still represents a significant achievement and places her artwork in front of visitors and community members throughout the district.

The competition accepts a wide range of artistic mediums, including painting, drawing, collage, mixed media, computer-generated art and photography. All entries must be original in concept, design and execution and must comply with U.S. copyright laws.

Supporting Student Creativity Across Magnolia ISD

Student recognition programs like the Congressional Art Competition continue to provide local students with opportunities to showcase their work outside traditional school settings. For many young artists, programs tied to national organizations or congressional offices can help build confidence, strengthen portfolios and open doors to future academic or professional opportunities.

As Magnolia and surrounding communities continue to grow, local schools have increasingly emphasized fine arts alongside academics, athletics and career-focused programs. Community recognition for student artists also helps reinforce the importance of creative education in developing communication skills, discipline and self-expression.

Sarah’s accomplishment has already become a point of pride for Magnolia West High School supporters and residents who value seeing local students succeed on larger platforms.

About Congressman Morgan Luttrell and Texas’ 8th Congressional District

Congressman Morgan Luttrell is currently serving his second term representing Texas’ 8th Congressional District, which includes parts of Montgomery, Walker and Harris counties, along with all of San Jacinto and Polk counties.

Luttrell serves on the House Armed Services Committee, Committee on Homeland Security and Committee on Veterans’ Affairs, where he also serves as Chairman of the Disability Assistance and Memorial Affairs Subcommittee.

A fifth-generation Texan raised on a horse ranch, Luttrell graduated from Willis High School before earning a bachelor’s degree in psychology from Sam Houston State University. He later enlisted in the U.S. Navy and served for 14 years.

In 2009, Luttrell survived a helicopter crash that resulted in a broken back and traumatic brain injury. After recovering and returning to service, he later dedicated part of his post-military career to helping veterans recovering from PTSD and traumatic brain injuries.

Before serving in Congress, Luttrell also worked in advanced technology and healthcare initiatives, including leadership efforts involving artificial intelligence and veteran health solutions.

The Congressional Art Competition will continue accepting entries from high school students across the district as organizers prepare for future annual competitions. Programs like this remain an important avenue for recognizing student achievement while connecting local communities to national opportunities.
