Lamar CISD Voters Approve 2025 Bond Propositions to Fund New Schools, Technology, and Growth Initiatives

With overwhelming community support, Lamar Consolidated ISD (Lamar CISD) announced that voters approved three of the four bond propositions presented in the district’s $1.99 billion 2025 bond election. These propositions will fund sweeping investments in new schools, infrastructure, and technology to keep pace with the district’s unprecedented student growth.

According to preliminary results—pending official canvassing—voters approved Propositions A, C, and D, totaling $1.96 billion:

  • Proposition A: New Schools & Facility Improvements – $1.9 billion
  • Proposition C: Technology Equipment Refresh – $44.1 million
  • Proposition D: Student Device Initiative – $10.6 million
  • Proposition B, which proposed safety and infrastructure upgrades at Traylor Stadium, did not pass.

A Community Commitment to Student Success

“We are extremely grateful to the Lamar CISD residents who supported the bond, both by voting for it at the polls and by helping spread the word to friends, neighbors, and their families about the impact of the propositions on our schools and students,” said Superintendent Dr. Roosevelt Nivens.

Dr. Nivens emphasized that the community’s support reflects shared priorities.

“It's important that every student has access to the facilities, tools, and technology they need to be successful,” he said. “And it’s important to remember that the decisions we make today lay foundations for the future of both current students and those on their way, as well as for the good of our entire community.”

Breaking Down the 2025 Bond Package

Approved by the Board of Trustees on August 12, 2025, the bond package was designed with input from a Bond Citizens’ Committee, district leadership, and community feedback. It focuses on new school construction, major campus improvements, and technology upgrades—all without an anticipated increase in the district’s current tax rate.

Here’s a breakdown of the propositions:

Proposition A: New Schools & Facility Improvements ($1.9 Billion)
  • New Construction
    • 7 new elementary schools
    • High School #9, Junior High #9, Middle School #9
    • New Terry High School, George Junior High, and Navarro Middle School
  • Campus Expansions
    • Classroom additions at Leaman JH and Roberts MS
  • Facility Investments
    • Roof and HVAC replacements at 42 campuses
    • Safety and security enhancements
    • Portable buildings
    • Buses and district vehicle fleet upgrades
    • Land purchases and development
Proposition B: Traylor Stadium Repairs ($26.7 Million) — Not Approved

Proposed updates included reducing and replacing bleachers, expanding restroom and concession areas, and upgrading the sound system and scoreboard.

Proposition C: Technology Equipment Refresh ($44.1 Million)
  • Replaces outdated student and staff laptops, desktops, iPads, and monitors
  • Updates to Graphic Arts printing and production equipment
Proposition D: Student Device Initiative ($10.6 Million)
  • Provides a dedicated, campus-based laptop or tablet to every student in grades 3–12
  • Supports digital instruction, testing readiness, and STAAR assessments

Growth Defines Lamar CISD’s Future

Lamar CISD has grown from approximately 37,000 students in 2021 to nearly 49,000 in 2025, earning the designation of a “hypergrowth” district in recent demographic reports. The district currently operates 57 campuses and is expected to see continued growth through 2035, with enrollment projected to reach nearly 70,000 students by then.

Recent development figures show:

  • 2,450 homes in inventory (as of Q4 2024)
  • Nearly 2,900 lots under development across 18 subdivisions
  • Over 5,000 additional lots available to build on

This growth is driving the urgent need for additional space and resources.

“Lamar CISD continues to grow at an amazing rate, and with all that growth comes an enormous responsibility to the families whose students have been entrusted to us,” Dr. Nivens said. “We know that much of our growth in recent years is connected to the district’s continued success. Lamar CISD is committed to being an elite school district offering the very best educational opportunities, and we’re grateful to our community for all their support.”

No Tax Rate Increase for Voters

Thanks to responsible financial planning and rising property values from new residential development, the bond package will not raise the current tax rate for Lamar CISD property owners.

“We manage our finances carefully in Lamar CISD, and it gives us great satisfaction as a district to say that the passage of this bond does not come with a tax rate increase,” said Dr. Nivens.

By law, bond funds cannot be used for teacher or staff salaries or district operations—they are restricted to capital projects approved by voters.

“This bond package reflects our commitment to being thoughtful stewards of public resources while also addressing the urgent needs that only voter-approved funding can meet,” Dr. Nivens said, “including the construction of new campuses to support our growing enrollment and the evolving needs of our students.”
