Katy Earns Fifth Straight Planning Excellence Award as City Prepares for Continued Growth

Katy / Fulshear
October 26 2026

For Katy residents, planning decisions eventually show up in familiar places: the streets they drive, the neighborhoods around them and the spaces where families spend time together. According to a City of Katy announcement, the city’s Planning Department has received the Richard R. Lillie Planning Excellence Award for the fifth consecutive year.

The city announced the achievement during Community Planning Month, recognizing the department’s work to accommodate growth while preserving Katy’s character. Mayor Dusty Thiele also proclaimed October 2026 as Community Planning Month in Katy, according to the announcement.

The recognition comes as Katy continues to add residents and consider how future development should fit into an established community.

What Is the Richard R. Lillie Planning Excellence Award?

The Richard R. Lillie, FAICP Planning Excellence Recognition Program is administered by the Texas Chapter of the American Planning Association. It recognizes municipalities for meeting professional planning standards and supporting effective community planning.

Evaluation criteria include training for planning commissioners and professional staff, staff qualifications, the scope and currency of master plans, and the completion of planning-related projects. The program also encourages public awareness, community support for planning efforts and continued investment in professional education.

Those criteria help explain the significance of the recognition. The program considers the professional practices and planning tools communities rely on as development proposals and long-term needs evolve.

Katy’s Growth Gives Planning an Increasingly Important Role

U.S. Census Bureau figures illustrate how much the city has changed. Katy’s population rose from 14,102 in the 2010 census to 21,894 in the 2020 census. The bureau’s July 1, 2025 population estimate was 28,373, representing a 29.7% increase from its adjusted April 2020 population estimates base. These figures describe the incorporated City of Katy, rather than the broader Katy area.

That growth gives local planning decisions lasting consequences. Where homes and businesses are located, how development connects to surrounding streets, and how recreational needs are addressed all help shape residents’ experience of their community.

The city describes its Planning Department’s role as guiding growth while preserving Katy’s distinctive character. Its work involves residents, property owners, developers and businesses, bringing those different perspectives into the development process.

What Does the City of Katy Planning Department Do?

Much of the department’s work happens before construction begins.

Its listed responsibilities include pre-development meetings, subdivision and platting matters, zoning and land use, special use permits, signage, and support for the City Planning and Zoning Commission and Zoning Board of Adjustments. Those responsibilities make the department a resource for people trying to understand what can be developed on a property and which review processes apply.

The City Planning and Zoning Commission reviews development proposals, subdivision plats, zoning requests and changes to development regulations, making recommendations to City Council as appropriate.

For a homeowner following a nearby proposal or a business owner considering a location, these processes provide a way to understand how individual projects fit within the city’s broader plans.

Planning Milestones Provide a Framework for Katy’s Future

One of Katy’s major planning milestones in recent years was the adoption of the City of Katy Tomorrow 2040 Comprehensive Plan on March 27, 2023.

The plan establishes a long-term framework for growth and development, with chapters addressing growth capacity, land use, transportation, economic development, recreation and implementation. It also includes a Future Land Use and Character Map and a Thoroughfare Plan.

The comprehensive plan guides future policy and regulatory decisions. Its adoption did not itself change existing zoning regulations. That distinction helps residents understand the difference between the city’s long-term vision and the rules currently governing a particular property.

Another citywide planning milestone was the adoption of Katy’s Parks, Trails and Recreation Master Plan in October 2022. The city selected Kendig Keast Collaborative to lead both that effort and the comprehensive plan process, with city contacts identified in Planning and Parks and Recreation.

The parks plan guides decisions about the location, availability, type and quality of recreational opportunities for residents and visitors. The comprehensive plan’s recreation chapter incorporates goals and priorities from that effort, connecting recreation needs with the city’s wider growth strategy.

The Planning Department also provides the city’s geographic information system, or GIS, services. Its public mapping resources include an interactive planning map, a tool for checking whether an address falls within Katy’s city limits, and a capital improvement projects map described as being updated monthly. These resources give residents and businesses a practical way to explore city boundaries, planning information and public projects.

How Residents Can Stay Connected

Residents interested in Katy’s future can review the Tomorrow 2040 Comprehensive Plan, follow Planning and Zoning Commission information and agendas, and explore the city’s public maps. Those resources provide useful context when questions arise about nearby development or the direction of future growth.

Planning questions can be directed to planning@cityofkaty.com. The department offers assistance with zoning, platting and other matters within its responsibilities.

Katy’s fifth consecutive award brings attention to work that often takes place well before a new building opens or a neighborhood takes shape. As Katy grows, that work will continue to influence how new development fits alongside the places residents already call home.
