Culver’s Plans New Cypress Restaurant, Bringing ButterBurgers and Frozen Custard to Bridgeland Area

Culver’s appears to be preparing a new Cypress restaurant along Fry Road near Bridgeland, bringing one of the Midwest’s best-known burger and frozen custard brands closer to families in the rapidly growing northwest Houston community.

Construction documents filed with the state list the future Culver’s at 9265 Fry Road in Cypress, where plans call for a 4,393-square-foot, ground-up restaurant with a drive-thru. The estimated construction cost is $1.85 million, with work scheduled to begin Sept. 21, 2026, and conclude June 25, 2027.

The listed timeline suggests the Cypress Culver’s could open sometime after construction is completed in 2027, although an official opening date has not been announced. Construction schedules in state filings are preliminary and can change as permitting, site work and other preparations move forward.

As the first Culver's in Cypress, the new location would continue Culver’s steady expansion into Greater Houston’s suburban communities, where its combination of burgers, frozen custard and Midwestern hospitality has found an audience well beyond its Wisconsin roots.

A Wisconsin Favorite Finds a Home in Greater Houston

Culver’s began in 1984, when Craig and Lea Culver opened the first restaurant with Craig’s parents, George and Ruth Culver, in their hometown of Sauk City, Wisconsin.

The family built the restaurant around two products that remain central to the menu: the ButterBurger and Fresh Frozen Custard. Just as important, the founders wanted guests to receive the kind of welcome they might expect when visiting a neighbor’s home.

That approach helped Culver’s grow from one small-town restaurant into a system of more than 1,000 family-owned and operated franchises across 26 states. The company continues to emphasize hands-on owner-operators, cooked-to-order meals and customer service shaped by its small-town Midwestern beginnings.

The planned Cypress restaurant would join an expanding Greater Houston presence that includes Culver’s locations in Atascocita, Conroe, Fulshear, Katy and Kingwood. The company also lists a Humble restaurant as opening on September 28, while another Culver’s has been proposed along Kuykendahl Road in Spring.

That suburban footprint places the brand close to many of the Houston area’s growing residential communities, where drive-thru convenience matters while families are also looking for restaurants that are ideal for a casual dinner, an after-school stop or a weekend treat.

What Is on the Culver’s Menu?

Contrary to popular belief, the ButterBurger is not named for butter mixed into the beef. Instead, the restaurant serves fresh, never-frozen beef that is seared after an order is placed and served on a lightly buttered, toasted bun. Guests can order a simple ButterBurger or choose versions such as the Culver’s Deluxe, Culver’s Bacon Deluxe, Mushroom & Swiss or Wisconsin Swiss Melt.

Culver’s also offers crispy and grilled chicken, chicken tenders, pot roast and pork loin sandwiches, a grilled Reuben, North Atlantic cod, butterfly shrimp and several salads. Side choices range from crinkle-cut fries, mashed potatoes and steamed broccoli to onion rings, pretzel bites and the brand’s golden-fried Wisconsin Cheese Curds.

Children’s meals pair an entrée, side and drink with a scoop of frozen custard, giving the restaurant a menu designed for both quick lunches and family meals.

Fresh Frozen Custard is made daily at individual Culver’s restaurants. Guests can choose vanilla, chocolate or the rotating Flavor of the Day, then order it in a cone, dish, shake, malt, sundae or Concrete Mixer blended with toppings.

Mix-in choices can include cookie dough, brownie pieces, cheesecake, fruit, candy and nuts. Familiar favorites such as the Turtle and Caramel Cashew sundaes remain part of a dessert menu that has helped distinguish Culver’s from a traditional burger drive-thru.

More Than Burgers and Custard

Culver’s has a long history of thoughtful details and traditions that have helped define the experience guests recognize today.

The earliest ButterBurger portions were measured with an ice cream scoop before being pressed onto the grill. The numbered table tents used at modern restaurants grew from the Culver family’s original system of placing handwritten numbers on upside-down foam cups so employees could deliver freshly prepared orders to the correct guests.

Wisconsin Cheese Curds were added to the menu in 1997, while the restaurant’s hand-battered fish offerings reflect the Culver family’s connection to Wisconsin supper clubs and their tradition of bringing neighbors together for a Friday fish fry.

The company has also worked to carry its community-minded philosophy beyond the dining room. Local franchisees frequently participate in fundraisers, donations and sponsorships, while the Culver’s Foundation supports education and other community needs. The company launched its Thank You Farmers Project in 2013 to support agricultural education programs and encourage future generations to enter food and farming careers.

Because Culver’s restaurants are independently operated by local franchisees, community involvement can look different from one location to another. The underlying idea, however, remains tied to the founders’ belief that a restaurant should take care of its employees, guests and hometown.

What Happens Next

Site work is currently expected to get underway in September 2026, though more details are likely to emerge as the project moves forward. That includes hiring plans and a clearer idea of when the restaurant might actually open.

For now, the construction filing should be seen as a strong sign of intent rather than a firm guarantee that construction will be completed as scheduled.

Even so, for Cypress residents who already make the trip to Katy, Fulshear or other nearby spots for a ButterBurger and custard, the Fry Road location would be a welcome addition—bringing a bit of that Wisconsin flavor a lot closer to home.
