Honoring Local Heroes: Harris County ESD 48 Celebrates 2024 Award Winners

On January 24, 2025, Harris County Emergency Services District No. 48 (HCESD 48), your local fire department, hosted its annual Awards Dinner to honor the brave first responders and dedicated personnel who have gone above and beyond in their service to the community. The banquet was an evening of recognition and gratitude, celebrating the dedication, hard work, and sacrifices made by the department’s members.

A Legacy of Service in Harris County

Since its establishment in 2015, HCESD 48 has been at the forefront of emergency services in western Harris County, particularly the rapidly expanding Katy area. Originally transitioning from the West I-10 Volunteer Fire Department to a combination fire department model, HCESD 48 integrates both full-time and volunteer personnel to ensure a rapid and effective emergency response.

Serving approximately 160,000 residents across a 29.54-square-mile area, the department provides critical services such as fire suppression, emergency medical services (EMS), technical rescue, hazardous materials response, and emergency management. With four strategically placed fire stations, HCESD 48 responds efficiently to emergencies across major highways, residential communities, and commercial establishments.

Recognizing the Best of 2024

Each year, the Awards Dinner highlights the exceptional contributions of its members. Assistant Fire Chief of Operations Vince Moreno had the honor of announcing the winners, sharing heartfelt praise for each recipient.

Firefighter of the Year – Erick Cerrato

Described as a firefighter who “thinks of others first” and “constantly puts in the work,” Cerrato was recognized for his exceptional growth and dedication. Moreno highlighted Cerrato’s work ethic, stating, “Erick has improved more than anyone in the department this year. He steps up every day with a desire to be the best and gives 110 percent on every call. He is a firefighter you can always count on.”

EMS Person of the Year – Mayra Whiteley

Known for her unwavering positivity and professionalism, Whiteley has demonstrated significant growth as a paramedic. “Mayra is the kind of paramedic I’d want for my own family,” Moreno said. “She never complains, always looks out for her patients, and encourages everyone around her to be better. She is a true asset to our EMS team.”

Admin Person of the Year – Jayson Gates

Gates was recognized for his dedication to his role, responsiveness, and ability to foster strong relationships with crews. “Jayson is always the first to jump in and help, no matter the task,” Moreno noted. “He’s the kind of person who arrives early, stays late, and never hesitates to assist others. His positive attitude makes a lasting impact on the department.”

Volunteer Member of the Year – Patrick Watson

Despite being a volunteer, Watson has consistently demonstrated the drive and commitment of a full-time firefighter. “Patrick has given his all to this department,” Moreno remarked. “He trains relentlessly, works hard, and is always willing to go the extra mile. His dedication is truly inspiring.”

Rehab Member of the Year – Lou Fabricant

With 113 out of 130 rehab responses in 2024, Fabricant’s impact on the department has been substantial. “Lou’s leadership in our Rehab Division has set a high standard,” Moreno said. “Even as he steps down as Captain, his contributions will continue to shape the department for years to come.”

CRR Member of the Year – Raul Ramos

Ramos’ bilingual skills and commitment to public outreach have been invaluable, particularly in safety education. “Raul’s dedication knows no bounds,” Moreno shared. “Even after moving four hours away, he still finds time to contribute to our mission. His selflessness and professionalism are unmatched.”

EMS Leadership Award – Tricia Vasquez

Chief Vasquez was praised for her unwavering support of her crews. “She prioritizes the well-being of her teams,” Moreno said. “Whether it’s ensuring they have food during a busy shift or running seamless scenes, her leadership sets an example for everyone.”

Fire Leadership Award – Cassidy Wallace

Wallace has cultivated a culture of accountability and excellence within his station. “His crews are always ready, always improving,” Moreno stated. “His leadership ensures that his team is well-trained and prepared for anything.”

Fire Positive Attitude Award – Erick Cerrato

In addition to Firefighter of the Year, Cerrato’s infectious enthusiasm earned him this honor. “Erick’s positive energy is a force in our department,” Moreno said. “No matter the situation, he’s always ready with a smile.”

EMS Positive Attitude Award – Madison Holsomback

Holsomback’s uplifting presence has made a significant impact. “She brings light to every situation,” Moreno remarked. “Her involvement in peer support and her ability to provide real-world solutions make her an irreplaceable part of our team.”

Best Station Chef – Steven Rosario

Rosario’s culinary skills have become legendary at the station. “Rosie cooks from the heart, and you can taste it,” Moreno said. “Every meal is amazing, and his salsa is a department favorite!”

A Community Dedicated to Service

As the evening concluded, Fire Chief George McAteer expressed gratitude to all members of HCESD 48: “We extend our heartfelt congratulations to all award winners who were nominated by their peers. Additionally, we would like to express our sincere gratitude to all members who diligently serve our community every day.”

HCESD 48 remains committed to providing high-quality emergency response services while continuing to engage with and support the community through a variety of safety and educational programs.

Local residents are encouraged to participate in HCESD 48’s many programs centered on safety and education, including Camp Spark, Camp Blaze, babysitting classes, CPR training, blood drives, and signature events throughout the year.
